About the State program of education of the younger generation in the Republic of Tajikistan for 2013 - 2017

According to article 7 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides:

1. Approve the State program of education of the younger generation in the Republic of Tajikistan for 2013 - 2017 and the Actions plan on its realization (are applied).

2. To provide to the ministries and departments, chairmen of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas fulfillment of requirements of the State program of education of the younger generation in the Republic of Tajikistan for 2013 - 2017 and each three months to provide information in the Ministry of Education and Science of the Republic of Tajikistan.

3. The Ministry of Education and Science of the Republic of Tajikistan each six months to submit the report in the Government of the Republic of Tajikistan on the course of implementation of the State program of education of the younger generation in the Republic of Tajikistan for 2013 - 2017.

1. General provisions

The state program of education of younger generation in the Republic of Tajikistan for 2013-2017 is developed on the basis of the Actions plan on accomplishment of the instructions containing in the President's letter of the Republic of Tajikistan of Majlisi Oli of the Republic of Tajikistan of April 20, 2011 for the purpose of enhancement of educational system in the Republic of Tajikistan, supports of the sphere of training and education of younger generation, creation of conditions for improvement of forms, methods and educational tools, providing continuous communication between parents, educational institutions and the public in education of younger generation according to the Law of the Republic of Tajikistan "About responsibility of parents in training and education of children".

2. Main objectives of the Program

Main objectives of the Program are increase in level of education of younger generation, propaganda of ethics of communication, observance of national and universal values, education of pupils and students in the spirit of patriotism, self-knowledge, nobility and ethics, respect for the Constitution of the Republic of Tajikistan and current laws of the Republic of Tajikistan, providing necessary conditions for support, guardianship and education of younger generation, providing package of measures for involvement of the public to questions of education, adjustment of system of educational work with the public, creation of scientific base for training of industry specialists, providing healthy lifestyle, the prevention of unacceptable cases and povedeniye, crimes, etc. which are expressed in the following:

- forming and strengthening of mutual tasks and obligations of family, educational institutions, public associations and other institutes, communications of educational institution with family, respect of the father and mother, teachers for acquisition of knowledge, good behavior, physical training, intellectual and moral development of children;

- development and implementation of special programs for intellectual development of younger generation and its healthy lifestyle;

- implementation of new methods and types of educational system of younger generation in modern conditions;

- ensuring coordination of activities of educational institutions, organizations of additional education, vocational education, the Ministry of Education and Science of the Republic of Tajikistan, Committee of youth, sport and tourism under the Government of the Republic of Tajikistan, Committee on cases of women and families under the Government of the Republic of Tajikistan, public organizations and the public in education of younger generation;

- forming of national thinking and consciousness, respect for universal traditions, sense of patriotism, sensible mind and intelligence, worthy human qualities, including good behavior, good speech and kind thoughts;

- promotion of edifications of ancestors on ethics, tolerance, the polite address, acknowledged human mudrost;

- establishing promotion and propaganda through mass media for development and enhancement of education of younger generation;

- improvement of material and technical resources of educational institutions, scientific and methodical ensuring process of education;

- training of research and educational personnel, promotion to realization of innovations and innovative projects in the sphere of education.

3. Main objectives of the Program

3. The main objectives of the Program are:

- realization of state policy in education, especially in question of education of younger generation by the Ministry of Education and Science of the Republic of Tajikistan and its subordinated structures;

- implementation of measures for implementation of this Program together with managements and departments of formation of areas, cities and areas, organizations preschool, average general, initial, average and higher education, and also the ministries, departments and bodies specified in the Program;

- development of instructions for education of pupils and students in modern conditions;

- holding seminars, conferences and round tables with scientists of the pedagogical sphere;

- developments of the curriculum and textbooks "Etiquette and Housekeeping" and "Wisdom of Family Life";

- the organizations of radio - and TV programs on family education, increase in level of psikhologo-pedadogichesky culture of parents, cooperation between educational institutions and families, public organizations, the student's and youth organizations;

- developments of complex of visual aids and movies on questions of moral and moral education, observance of rules of etiquette and dress code in educational institutions;

- preparation and holding republican conference on the subject "Cooperation of School and Family in Education of Younger Generation";

- developments of "Management on education" for rendering methodical and psychological assistance to families, guardians and custodians on social and moral and pedagogical questions in education of children and pupils with limited opportunities, difficult vospituyemy children;

- statements of movies, performances, scenarios and radio programs concerning respect for adults;

- holding methodical seminars and instructing of educational institutions and bodies of jamias of villages concerning realization of the directions of moral education, taking into account the national cultural circle;

- organizations of the republican tenders "Skilful Hands", "Athlete of Year", "The Best Inventor", "The Best Library" and "Approximate Family";
