1. Approve the Procedure for issue of the certification expert opinion confirming availability at person of tselitelsky capabilities which is applied.

3. To provide to management of quality control of medical services (T. Donchenko) in accordance with the established procedure submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To impose control over the implementation of this order on the deputy minister V. Tolstanov.

5. This order becomes effective from the date of its official publication.

Procedure for issue of the certification expert opinion confirming availability at person of tselitelsky capabilities

I. General provisions

1.1. This Procedure determines the mechanism of issue of the certification expert opinion confirming availability at person of tselitelsky capabilities.

1.2. In this Procedure terms are used in the following values:

certification - assessment procedure of level of knowledge of person who showed willingness to go in for traditional medicine (healing), at the rate of basic medical training and the declared method of traditional medicine (healing);

examination - check of practical skills and abilities of person who showed willingness to go in for traditional medicine (healing);

traditional medicine (healing) (further - NM) - the methods of improvement, prevention, diagnostics and treatment based on experience of many generations of people, which settled in national traditions and not needing state registration;

the applicant - person who showed willingness to be engaged in NM also passes certification and the examination for the purpose of confirmation of availability of tselitelsky capabilities.

1.3. General requirements to applicants provide mastering medical knowledge, skills and abilities in the amount conforming to requirements of programs for basic medical training and the NM methods approved by MOZ of Ukraine.

1.4. For the purpose of the objective conclusion on level of training of the applicant with it the interview is conducted.

1.5. For interviewing the applicant provides to MZ of Ukraine the following documents:

the medical record of survey of persons for determination of capability to be engaged in the corresponding type of activity for health reasons in form of primary accounting documentation No. 140-5/o, of Ukraine approved by the order MZ of July 23, 2002 No. 280, registered in the Ministry of Justice of Ukraine on August 8, 2002 for No. 639/6927;

the certificate of passing of preliminary (periodic) psychiatric survey on the sample given in appendix to the Procedure for carrying out obligatory preliminary and periodic psychiatric examinations approved by the resolution of the Cabinet of Ministers of Ukraine of September 27, 2000 No. 1465;

copies of the documents certifying the level of knowledge necessary for occupation of NM issued on the corresponding rates on basic medical training and the NM methods meeting the requirements of the programs approved by MOZ of Ukraine;

two photos;

photocopies of the first, second and eleventh pages of the passport;

consent to processing of personal data in the amount determined by this Item for the purpose of passing by the applicant of interview and its assumption to passing of certification and examination according to requirements of the Law of Ukraine "About personal data protection".

1.6. The positive decision is made in case of provision by the applicant of the documents determined by Item 1.5 of this Section.

1.7. In case of adoption of the positive decision the direction in organization, certain MZ of Ukraine, according to the procedure, the provided MZ of Ukraine is provided to the applicant (further - Organization).

1.8. The applicant to whom it is refused issue of the direction can consider notes and repeatedly address for interviewing.

1.9. The decision on refusal in issue of the direction can be appealed in the procedure established by the legislation.

II. Certification

2.1. The organization signs with the applicant the agreement containing conditions and procedure for passing of certification and examination for a period of up to full implementation by the applicant of all theoretical and practical tasks provided to it.

2.2. For each applicant who passes certification and the examination the specialist of Organization draws up the certification and expert card (appendix 1).

2.3. Determination of level of knowledge of the applicant is performed by results of certification for rate of basic medical training and the NM method (theoretical stage) declared by the applicant.

2.4. Test and situational tasks are constituted by specialists of Organization.

2.5. The result of 70% and more correct answers to test and situational tasks is considered positive. Results of certification are brought in certification card of results of passing of certification (appendix 2).

2.6. In case of result of the correct answers less than 70% the applicant is not allowed to examination passing.

2.7. Repeated determination of level of knowledge of the applicant can be carried out according to the procedure, determined by this Section, after assimilation by the applicant of necessary amount of knowledge of the program for rate of basic medical training and the NM method.

III. Examination

3.1. Expert evaluation of tselitelsky capabilities of the applicant depending on the NM method which is applied, carried out by him in clinical departments of Organization (clinical stage).

3.2. In case of positive results of certification the protocol of clinical examination of tselitelsky capabilities of the applicant according to the NM method specified to them is constituted.

3.3. Before examination the applicant provides to the specialist of Organization the explanatory note with the description and reasons for method which he will use.
