DECISION OF COUNCIL OF THE EURASIAN ECONOMIC COMMISSION

About the technical regulation of the Customs union "About safety of the equipment working under excessive pressure"

(as amended the Decision of Council of the Eurasian economic commission of 23.04.2021 No. 49)

According to article 3 of the Agreement on the Eurasian economic commission of November 18, 2011 Council of the Eurasian economic commission solved:

1. Accept the enclosed technical regulation of the Customs union "About safety of the equipment working under excessive pressure" (TR CU 032/2013).

2. Determine that the technical regulation of the Customs union "About safety of the equipment working under excessive pressure" (TR CU 032/2013) becomes effective since February 1, 2014.

3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

The technical regulation of the Customs union "About safety of the equipment working under excessive pressure" (TR CU 032/2013)

This technical regulation establishes obligatory for application and execution on customs area of the Eurasian Economic Union (further - the Union) single safety requirements to the equipment working under excessive pressure, released and intended for application on customs area of the Union (further - the equipment).

If concerning the equipment other technical regulations of the Union (Customs union) establishing requirements to it are accepted, then such equipment shall conform also to requirements of these technical regulations of the Union (Customs union).

I. Scope

1. This technical regulation establishes safety requirements to the equipment in case of development (designing), production (production), and also requirements to marking of the equipment for the purpose of protection of life and health of the person, property, the prevention of the actions misleading consumers.

2. This technical regulation extends to the following types of the equipment:

a) the vessels intended for compressed, liquefied, dissolved under pressure of gases and vapors, the groups 1 used for working environments and having:

settlement pressure over 0,05 MPa, capacity of more 0,001 of m3 and the work of value of the most admissible working pressure upon the value of capacity making from above MPa 0,0025 • m3;

settlement pressure is over 20 MPas, capacity over m3 0,0001 to m3 0,001 inclusive.

Categories of the vessels intended for gases and used for working environments of group 1, are given in the table 1 of appendix No. 1 to this technical regulation;

b) the vessels intended for compressed, liquefied, dissolved under pressure of gases and vapors, the groups 2 used for working environments and having:

settlement pressure over 0,05 MPa, capacity of more 0,001 of m3 and the work of value of the most admissible working pressure upon the value of capacity making from above MPa 0,005 • m3;

settlement pressure is over 100 MPas, capacity over m3 0,0001 to m3 0,001 inclusive.

Categories of the vessels intended for gases and used for working environments of group 2, are given in the table 2 of appendix No. 1 to this technical regulation;

c) the vessels intended for liquids, used for working environments of group 1 and having:

settlement pressure over 0,05 MPa, capacity of more 0,001 of m3 and the work of value of the most admissible working pressure upon the value of capacity making from above MPa 0,02 • m3;

settlement pressure pressure is over 50 MPas, capacity over m3 0,0001 to m3 0,001 inclusive.

Categories of the vessels intended for liquids and used for working environments of group 1, are given in the table 3 of appendix No. 1 to this technical regulation;

d) the vessels intended for liquids, used for working environments of group 2 and having:

settlement pressure over 1 MPa, capacity of more 0,01 of m3 and the work of value of the most admissible working pressure upon the value of capacity making over 1 MPa • m3;

settlement pressure is over 100 MPas, capacity over m3 0,0001 to m3 0,01 inclusive.

Categories of the vessels intended for liquids and used for working environments of group 2, are given in the table 4 of appendix No. 1 to this technical regulation;

e) the coppers having the capacity of more 0,002 of m 3, intended for receipt of hot water, which temperature over 110 °C, or couple, which excessive pressure over MPa 0,05, and also the vessels with fire heating having the capacity of more 0,002 of m3.

Categories steam, boilers and vessels with fire heating are given in the table 5 of appendix No. 1 to this technical regulation;

e) the pipelines and fittings having settlement pressure over MPa 0,05, nominal diameter more than 25 mm, intended for compressed, liquefied, dissolved under pressure of gases and vapors and the groups 1 used for working environments.

Categories of the pipelines and armature intended for compressed, liquefied, dissolved under pressure of gases and vapors and used for working environments of group 1, are given in the table 6 of appendix No. 1 to this technical regulation;

g) the pipelines and fittings having settlement pressure over 0,05 MPa, nominal diameter more than 32 mm and the work of value of settlement pressure and the value of nominal diameter constituting over 100 MPas of the mm intended for compressed, liquefied, dissolved under pressure of gases and vapors and used for working environments of group 2.

Categories of the pipelines and armature intended for compressed, liquefied, dissolved under pressure of gases and vapors and used for working environments of group 2, are given in the table 7 of appendix No. 1 to this technical regulation;

h) the pipelines and fittings having settlement pressure over 0,05 MPa, nominal diameter more than 25 mm and the work of value of settlement pressure and value of nominal diameter constituting over 200 MPas of mm intended for liquids and used for working environments of group 1.

Categories of the pipelines and armature intended for the liquids and used for working environments of group 1, are given in the table 8 of appendix No. 1 to this technical regulation;

i) the pipelines and fittings having the settlement pressure over 1 MPa, nominal diameter more than 200 mm and the work of value of settlement pressure and value of nominal diameter over 500 MPas of mm intended for liquids and used for working environments of group 2.
