About measures for further development of wine growing in the republic for 2013 - 2015

For the purpose of further development in the republic of wine growing, expansion of vineyards and optimization of their placement taking into account soil climatic conditions of regions, strengthening of scientific base of wine growing, implementation of new perspective high-yielding grades, and also expansion of amounts of conversion of grapes and increase in the export potential of industry:

1. Approve developed by the Special republican commission on preparation of offers on further development of wine growing in the republic formed by the order of the President of the Republic of Uzbekistan of November 30, 2012 No. P-3936, the Program of further enhancement of the organization and development of wine growing for 2013 - 2015 including:

actions for further enhancement of the organization and development of wine growing for 2013 - 2015 according to appendix No. 1;

forecast production volumes, expansion of the range and export of products of wine growing in 2013 - 2015 according to appendix No. 2;

the forecast areas of creation new and reconstruction of the existing vineyards in 2013 - 2015 according to appendices No. 3 and 4;

forecast parameters of providing with saplings of grapes of farms and other producers of grapes in 2013 - 2015 according to appendix No. 5;

parameters of expansion of network of objects of production infrastructure for rendering services to vinogradarsky farms and other producers of grapes in 2013 according to appendix No. 6;

the list of projects on creation new, reconstruction and upgrades of the operating wine-making and other refinery capacities in 2013 - 2015 according to appendix No. 7;

reducing parameters, since harvest of 2014, crops of zernokolosovy cultures on lands with the low level of water security for the subsequent placement of new plantations of vineyards according to appendix No. 8.

The special republican commission (Mirziyoev Sh. M.) to establish tough control over the implementation of the Program approved by this resolution, with quarterly consideration at the meetings of the course of its realization and operational acceptance of effective measures on full and timely implementation of program actions and forecast parameters.

2. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, the Ministry of agricultural and water economy of the Republic of Uzbekistan, Council of farmers of Uzbekistan together with the State committee on land resources, geodesy and cartography of the Republic of Uzbekistan, HK "Uzvinosanoat-holding", Association of the companies of the food industry to develop territorial development programs of wine growing in a month and to submit them for approval in the Special republican commission, having provided optimum placement of table, kishmishny and technical grades of grapes taking into account soil climatic conditions of each area, and also requirements internal and the foreign markets.

3. Agree with the offer of the Ministry of Finance, Ministry of Economics of the Republic of Uzbekistan and HK "Uzvinosanoat-holding" on the direction in 2013 - 2015 "years at least 80 percent of fund of reconstruction and development of HK "Uzvinosanoat-holding" on creation of new intensive vineyards, having determined additional source of replenishment of fund in 2013 - 2015 assignments of the companies and organizations which are part of holding company in percent 0,5 limits from net revenue (goods turnover) of the companies.

4. Determine that:

within implementation of the Program approved by this resolution in 2013 - 2015 bookmark new and reconstruction of the existing vineyards on places are performed according to the evidence-based conclusions of Meva-sharbat Scientific and production corporation and its branches;

till January 1, 2016 the saplings and stocks of perspective high-yielding grades of grapes delivered on import are exempted from customs payment (except for customs fees) according to the lists approved by the Cabinet of Ministers of the Republic of Uzbekistan.

5. Recommend to commercial banks to open special credit lines for provision to vinogradarsky farms in accordance with the established procedure of the credits (leasing services) in acquisition of required landing material, special agricultural machinery and lanes on the interest rates which are not exceeding refunding rate of the Central bank of the Republic of Uzbekistan.

6. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan Mirziyoyev Sh. M.
