Based on part two of article 94 of the Law of the Republic of Belarus of November 26, 1992 No. 1982-XII "About environmental protection", Item 9 of the Regulations on the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of June 20, 2013 No. 503, the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus DECIDES:

1. Approve the Instruction about procedure for development and approval of the instruction for implementation of production observations in the field of environmental protection, rational (steady) use of natural resources it (is applied).

2. Declare invalid the resolution of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus of March 17, 2004 No. 4 "About approval of the Instruction about the organization of production supervision in the field of environmental protection and the Instruction about procedure for development, approval and approval of the instruction for implementation of production supervision in the field of environmental protection" (The national register of legal acts of the Republic of Belarus, 2004, No. 57, 8/10768).

3. This resolution becomes effective in two months after its official publication.

The instruction about procedure for development and approval of the instruction for implementation of production observations in the field of environmental protection, rational use of natural resources

1. This Instruction establishes procedure for development and approval by the legal entities and individual entrepreneurs performing the economic and other activity making harmful effects on the environment (further if other is not established, – users of nature), instructions for implementation of production observations in the field of environmental protection, rational (steady) use of natural resources (further – the instruction for implementation of production observations).

2. The instruction for implementation of production observations affirms the decision (the order, the order) of the user of nature.

3. In case of development of the instruction for implementation of production observations in it the sequence of actions of the user of nature when implementing production observations in the field of environmental protection is determined, rational (steady) use of natural resources (further – production observations), including the organization of places of sampling and carrying out measurements, according to specifics of economic and other activity of the user of nature, nature of harmful effects of these activities on state of environment and actual state of the environment in zone of impact of the user of nature.

4. The instruction for implementation of production observations establishes procedure of production observations by the user of nature and includes the following obligatory Sections:

"Organization of production observations";

"Subjects to production observations";

"Planning and carrying out production observations";

"Planning of actions for environmental protection and control of their accomplishment";

"Accounting and reporting in the field of environmental protection";

"Decrease and liquidation of the harmful effects on the environment connected with threat of environmental pollution including in case of emergency emissions of pollutants and dumpings of chemical and other substances into the environment, accidents, incidents";

"Professional training, advanced training and retraining of workers of users of nature, organization of briefing".

5. The Section "Organization of Production Observations" of the instruction for implementation of production observations shall contain:

5.1. procedure for the organization of activities of the specialist in environmental protection, other worker to whom obligations on environmental protection and implementation of production observations, security services of the environment (are assigned in case of its availability), competence, the rights and obligations;

5.2. procedure for submission of information to the head of the legal entity or the individual entrepreneur performing the economic and other activity making harmful effects on the environment.

6. The Section "Subjects to Production Observations" of the instruction for implementation of production observations shall contain list of subjects to production observations to which, depending on specifics of economic and other activity, can be carried by the user of nature in case of development of the instruction for implementation of production observations:

natural resources, and also fuel, raw materials, the materials used in economic and other activity;

methods of operation and management of production processes;

sources of formation of waste, including productions, workshops, sites, engineering procedures and separate technological stages;

emissions of pollutants in atmospheric air from stationary and mobile sources of emissions;

atmospheric air on border of zone of impact of object of impact on atmospheric air;

dumpings of sewage into superficial water objects, including before passing through treatment facilities of sewage;

surface water around arrangement of sources of dumpings of sewage;

underground waters around arrangement of the revealed or potential sources of their pollution;

lands (including soils) around arrangement of the revealed or potential sources of their pollution;

systems of recirculating of raw materials, reagents and materials, recuperations, recoveries, recirculation (recycling) and neutralization of ozone-depleting substances;

objects for use of waste, objects of storage, burial, neutralization of waste;

flora objects;

natural objects and complexes, including especially protected natural territories and their conservation zones, typical and rare natural landscapes and biotopes, habitats of wild animals and the place of growth of the wild-growing plants relating to the types included in the Red List of the Republic of Belarus, located within the industrial platform, the territory (water area) where environmental management, and also in zone of impact of objects of the user of nature is performed;

finished goods;

other objects which are used or can be used when implementing economic and other activity.
