Based on article 13 of the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population", paragraph two of subitem 8.32 of Item 8 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" the Ministry of Health of the Republic of Belarus DECIDES:

1. Approve the enclosed Sanitary standards and the rules "Requirements to the Organization and Holding the Sanitary and Anti-epidemic Actions Directed to Prevention of Drift, Origin and Spread of the HIB-infection".

2. This resolution becomes effective in 15 working days after its signing.

Sanitary standards and rules "Requirements to the Organization and Holding the Sanitary and Anti-epidemic Actions Directed to Prevention of Drift, Origin and Spread of the HIB-infection"

Chapter 1 General provisions

1. These Sanitary standards and rules establish requirements to the organization and holding the sanitary and anti-epidemic actions directed to prevention of drift, origin and spread of the HIB-infection (further - HIB).

2. These Sanitary standards and rules are obligatory for observance by state bodies, other organizations, physical persons, including individual entrepreneurs.

3. For the purposes of these Sanitary standards and rules the following terms and their determinations are used:

the probable case of meningitis (encephalomeningitis) caused by HIB is the case corresponding to determination of suspicious case of meningitis (encephalomeningitis) caused by HIB under which at the patient by results of research of cerebrospinal fluid (further - SMZh) reveals one of the following indicators:

transparency violation;

the increased content of level of protein (more 0,5 of g/l or 100 mg/dl);

the lowered glucose content (less than 40 mg/dl or less 2,2 of mmol/l);

pleotsitoz (more than 10 x 106/l or 10 in 1 mkl) with preferential content of neutrophils (over 60%);

the probable case epiglottity, the caused HIB, is the case corresponding to determination of suspicious case epiglottity, the caused HIB under which by results of the drawn straight line of laringoskopiya inflammatory process in nadgortannik and subcopular space is revealed;

the carriage of HIB is case of positive result of cultural research on HIB at person without clinical manifestations which correspond to determination of suspicious case of meningitis (encephalomeningitis) or epiglottity, caused by HIB. The carriage of HIB is established by allocation of HIB from dab from pharynx. Allocation of HIB from the unsterile material taken from the patient whose case corresponds to determination of probable case of meningitis (encephalomeningitis) or probable case epiglottity, caused by HIB is not laboratory criterion for confirmation of etiology of meningitis (encephalomeningitis) and epiglottit;

the suspicious case of meningitis (encephalomeningitis) caused by HIB is the case which is characterized by the sharp beginning with temperature increase of body to febrilny figures (it is more or equally to °C 38,5) or subfebrilny body temperature with microcirculation violation signs (cold extremities, mramornost or cyanosis of skin), all-brain symptoms (headache, dizziness, consciousness violation, vomiting, spasms of generalized klonikotonichesky nature, nausea) and meningealny syndrome (rigidnost of occipital muscles, symptom of Kerniga, Brudzinsky's symptoms (upper, average, lower), children of the first year have lives - with vybukhaniye, tension, pulsation of big fontanel, availability of giperesteziya of integuments, hypersensibility to external irritants, Le Sage's symptom;

the suspicious case epiglottity, the caused HIB, is the case which is characterized by sharp temperature increase of body (it is more or equally to 38 °C) and manifestation of one of the following symptoms: the expressed sore throat, breath difficulty, the muffled speech, impossibility of swallowing, plentiful salivation;

the confirmed case of meningitis (encephalomeningitis) caused by HIB is the case corresponding to determination of probable case of meningitis (encephalomeningitis) caused by HIB and HIB confirmed with allocation, identification of its anti-gene or the sequences of genome cultural or not cultural methods from SMZh or blood;

the confirmed case epiglottity, the caused HIB, is the case corresponding to determination of probable case epiglottity, the caused HIB, and HIB confirmed with allocation, identification of its anti-gene or the sequences of genome cultural or not cultural methods from blood;
