About the program for construction of individual housing for standard projects in the rural zone for 2014

1. Approve the Program for construction of individual housing for standard projects developed by the Ministry of Economics, the Ministry of Finance, Gosarkhitektstroy of the Republic of Uzbekistan, OAKB "Kishlok Kurilish Bank", National Bank of foreign economic activity of the Republic of Uzbekistan, AKIB "Ipoteka bank", Kishlok Kurilish Investment engineering company together with Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas in the rural zone for 2014 providing key parameters of construction:

individual housing in the rural zone according to standard projects on a turnkey basis in 2014 in quantity of 11,0 of one thousand houses according to appendix No. 1;

external engineering networks and transport communications in rural massifs of individual housing in 2014 according to appendix No. 2;

objects of social and market infrastructure in rural massifs of individual housing in 2014 according to appendix No. 3.

Assign to the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas, heads of IK "Kishlok Kurilish Investment", Gosarkhitektstroy, SAC of Uzbekenergo, JSC Uztransgaz, the commercial banks participating in project implementations, the personal responsibility for high-quality and timely accomplishment of parameters of the Program approved by this resolution.

2. 4. To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas:

together with Gosarkhitektstroy of the Republic of Uzbekistan, Kishlok Kurilish Investment engineering company till December 1, 2013 to provide carrying out the competitive biddings by determination of contract organizations on implementation of construction of individual housing in the rural zone according to standard projects on a turnkey basis in 2014;

together with Kishlok Kurilish Investment engineering company and commercial banks in week time, following the results of the held competitive auction to provide the conclusion of contracts between the customer and contract organizations on implementation of construction of individual housing according to standard projects on a turnkey basis in 2014;

provide the organization of construction of facilities of social and market infrastructure, transport communications and external engineering networks in rural massifs of individual housing according to the approved parameters according to appendices No. No. 2 and 3;

Accept the offer of the Ministry of Economics, Ministry of Foreign Economic Relations, Investments and Trades of the Republic of Uzbekistan on delivery of GAVK "Uzprommashimpeks" on import for construction of individual housing in the rural zone according to standard projects under the agreements signed with engineering company Kishlok kurilish invest LLC, the timber which is not made in the republic, roofing metal leaf and wood chipboards in amounts according to appendix No. 4.

6. Exempt till January 1, 2015:

SAC "Uzprommashimpeks" - from customs payment (except customs fees) for the imported roofing metal sheets in amounts according to appendix No. 4, and also the value added tax on the timber imported on import, roofing metal sheets and wood chipboards in case of their realization of Kishlok Kurilish Investment engineering company;

the subcontract organizations - from payment of single tax payment regarding the amounts of works which are carried out by them under contracts with the contract organizations which signed contracts with engineering company Kishlok kurilish invest LLC within construction of individual housing in the rural zone according to standard projects on a turnkey basis;

the companies for production of construction materials, for the list according to appendix No. 5, - from payment of all types of tax, obligatory contributions to the state trust funds (except for single social payment).

7. To the State Tax Committee of the Republic of Uzbekistan to establish strict control of target use of the timber, roofing metal sheets and wood chipboards imported within implementation of this resolution, and also the construction materials made by the companies included in appendix No. 5, for construction of individual housing in the rural zone according to standard projects.

Determine that in case of inappropriate use of the specified construction materials of means, released in connection with provision of customs and tax benefits, are collected in the Government budget of the Republic of Uzbekistan using financial sanctions, stipulated by the legislation.

8. Of National news agency of Uzbekistan, National broadcasting company of Uzbekistan and other organizations to provide to the Cabinet of Ministers of the Republic of Uzbekistan with participation of Council of Ministers of the Republic of Karakalpakstan and khokimiyats of the areas, engineering company Kishlok kurilish invest LLC interested commercial banks, the Uzbek agency on seal and information the organization of cycle TV, broadcasts and the publication of Articles on extended coverage of the taken measures for development of housing construction in the village according to standard projects directed to cardinal improvement of image of the village, increase in level and quality of life of rural population.
