About approval of the Procedure for carrying out training of administrative board and specialists whose activities are connected with the organization and implementation of actions for questions of civil protection

According to part six of article 91 of the Code of civil protection of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for carrying out training of administrative board and specialists whose activities are connected with the organization and implementation of actions for questions of civil protection which is applied.

2. Declare invalid the resolution of the Cabinet of Ministers of Ukraine of July 26, 2001 No. 874 "About enhancement of system of preparation, retraining and advanced training of the managerial personnel and specialists in the field of civil protection" (The Official Bulletin of Ukraine, 2001, No. 31, the Art. 1399).

Procedure for carrying out training of administrative board and specialists whose activities are connected with the organization and implementation of actions for questions of civil protection

1. This Procedure determines the mechanism of carrying out training of administrative board and specialists whose activities are connected with the organization and implementation of actions for questions of civil protection.

2. For training of administrative board and specialists whose activities are connected with the organization and implementation of actions for questions of civil protection DSNS together with local administrations and local government bodies forms the educational and methodical centers of the sphere of protection which the educational and methodical centers of civil protection and health and safety and territorial rates of civil protection and health and safety treat (further - the educational and methodical centers).

3. The educational and methodical centers are budgetary institutions in the field of civil protection which provide training of administrative board and specialists whose activities are connected with the organization and implementation of the actions for questions of civil protection (further - administrative board and specialists) providing provision of other educational services, methodical escort of subjects of managing who provide training of the population in actions in extraordinary, emergencies and in the conditions of act of terrorism.

4. Training of administrative board and specialists of local executive bodies, territorial authorities of the government, executive bodies of the Autonomous Republic of Crimea, local government bodies, subjects of managing, advanced training of pedagogical, scientific and pedagogical workers who provide training of job seekers of education in actions in emergency situations perform the educational and methodical centers.

Training of administrative board and specialists of the central executive bodies and other public authorities performs National university of civil protection of Ukraine.

The Council of Ministers of the Autonomous Republic of Crimea, local executive bodies approve plans of completing of territorial rates, the educational and methodical centers of civil protection and health and safety.

5. The basic principles of functioning of the educational and methodical centers are determined by standard regulations on territorial rates of civil protection and health and safety, the educational and methodical centers of civil protection and health and safety which affirm the Ministry of Internal Affairs.

The rights, obligations and guarantees of pedagogical employees of the educational and methodical centers are determined according to the legislation in the field of education.

6. The central executive bodies, other public authorities, Council of Ministers of the Autonomous Republic of Crimea, the local state administrations, local government bodies, the companies determine the annual need for training of administrative board and specialists whose activities are connected with the organization and implementation of actions for questions of civil protection, and also provide frequency of its carrying out and accounting of persons which passed it.

7. Training of faces of administrative board and specialists whose activities are connected with the organization and implementation of actions for questions of civil protection advanced training of the pedagogical, scientific and pedagogical workers providing training of job seekers of education in actions in emergency situations is performed by carrying out functional training and practical preparation.

8. Functional training is training of persons who on classification of professions treat heads, professionals and specialists, for the purpose of acquisition and systematic updating of special knowledge, skills concerning civil protection.

9. Practical preparation is fixing with administrative board and specialists of theoretical knowledge of questions of civil protection and acquisition by them of skills and experience of accomplishment of tasks and functions during command and staff, staff and special object exercises and trainings on civil protection.

The educational and methodical centers provide free services to subjects of managing of practical training of administrative board and specialists.

10. Faces of administrative board and specialists of executive bodies, other public authorities, local government bodies, subjects of managing whose activities are connected with the organization and implementation of actions for questions of civil protection in the first year of position assignment and periodically once in three - shall undergo five years functional training.

11. The list of categories of faces of administrative board and specialists whose activities are connected with the organization and implementation of actions for questions of civil protection and frequency of passing of functional training are given in appendix 1.

12. Appropriate programs which affirm are developed for the organization of carrying out functional training by the educational and methodical centers:

the head of DSNS - for needs of the central executive bodies;

heads of territorial subsystems of single state system of civil protection - for needs of executive bodies of the Autonomous Republic of Crimea, local executive bodies, local government bodies, subjects of managing.
