1. Approve the enclosed Rules of preparation of offers on application of special formulas of calculation of rates of the export customs duties on crude oil specified in subitems 2 or 3 of Item 5 of article 3.1 of the Law of the Russian Federation "About customs tariff" and carrying out monitoring of justification of their application.

2. To the Ministry of Energy of the Russian Federation in coordination with the Ministry of Finance of the Russian Federation, the Ministry of Natural Resources and Environmental Protection of the Russian Federation and the Ministry of Economic Development of the Russian Federation within 30 days from the date of entry into force of this resolution to approve:

the application form about application of special formula of calculation of rate of export customs duty on crude oil and form of the certificate of the forecast and actual capital and operating (operational) costs incured by the subsoil user and connected with activities for investigation and (or) mining and about the actual revenue of the subsoil user from realization of the hydrocarbons extracted on the field.

Rules of preparation of offers on application of special formulas of calculation of rates of the export customs duties on crude oil specified in subitems 2 or 3 of Item 5 of article 3.1 of the Law of the Russian Federation "About customs tariff" and carrying out monitoring of justification of their application

2. For the purpose of application of special formulas of calculation of rates of export customs duties on crude oil the subsoil user owning the license to use the subsoil plot containing the respective field of hydrocarbonic raw material on which oil extraction crude is performed (further respectively - the field, the subsoil user) directs to the Ministry of Energy of the Russian Federation the application for application of special formula of calculation of rate of the export customs duty on the crude oil extracted on the specific field (further - the statement), in the form approved by the Ministry of Energy of the Russian Federation in coordination with the Ministry of Finance of the Russian Federation, the Ministry of Natural Resources and Environmental Protection of the Russian Federation and the Ministry of Economic Development of the Russian Federation.

For the purposes of these rules the field is understood as deposit or set of the deposits of hydrocarbonic raw material allocated for industrial development within one engineering design or other project documentation on performance of works connected with use of subsoil plots, approved and approved in accordance with the established procedure (further - the project documentation).

3. Are enclosed to the application:

a) the copy of the license to use the respective subsoil plot containing the field including all appendices;

b) the copy of the project documentation based on which the subsoil user performs mining;

c) the copy of the decision of the commission created according to part two of article 23.2 of the Law of the Russian Federation "About subsoil" about approval of the project documentation, Federal Agency for Subsoil Management under seal or its territorial authority;
