About mutual recognition of documents on the highest / higher education

The governments of the State Parties of the Commonwealth of Independent States which further are referred to as with the Parties

being guided by the Agreement on cooperation on forming of single (general) educational space of the Commonwealth of Independent States of January 17, 1997,

aiming at deepening of cooperation in the fields of education, sciences and cultures, to increase in the academic mobility,

considering market development of work in the State Parties of the Commonwealth of Independent States,

agreed as follows:

Article 1

This agreement determines bases of mutual recognition of documents on the higher/higher professional education / documents of the state sample on the highest / higher education, and also the documents on the highest / higher education recognized at the level of the state documents on the highest / higher education (further - education documents), and documents/references / the academic certificates of the established sample of training in the educational organizations / organizations issued to persons which did not complete development of educational programs of the highest / higher education (further - documents / the academic references).

Education documents and documents / the academic references specified in part one of this Article shall be issued according to the certified/accredited educational programs in educational organizations / organizations of the State Parties of this agreement which underwent государственную/институциональную/специализированную accreditation/certification.

Article 2

Article 3

The education documents confirming completion of development of educational programs of the highest / higher education of the second step / the second highest level / higher education, issued in the State Parties of this agreement with two-level/two-level system of the highest / higher education in case of the total term of training in the first and second steps / on the first and second levels of the highest / higher education at least five years based on the secondary (complete) general education on day / to full-time courses are recognized the State Parties of this agreement as the documents granting the right to their owners to continue development of educational programs of postgraduate/postgraduate professional education in educational organizations / organizations of the State Parties of this agreement according to the legislation of the host state.

Article 4

Diplomas about incomplete the highest / higher education and/or documents / the academic references are recognized the State Parties of this agreement as the documents granting the right to their owners on continuation of development of educational programs of the highest / higher education of the corresponding step/level in educational organizations / organizations of each of the State Parties of this agreement according to the legislation of the host state.

Article 5

The education documents confirming completion of development of educational programs of the highest / higher education in the form of education other than form stipulated by the legislation the states in which recognition is asked are recognized the State Parties of this agreement as documents / the academic references.

The education documents confirming completion of development of educational programs which normative term is less than normative term of the training provided by Articles 2 and 3 of this agreement are recognized the State Parties of this agreement as documents / the academic references.

Article 6

This agreement extends to education documents, documents / the academic references issued by educational organizations / organizations of the State Parties of this agreement including to education documents, documents / the academic references issued before entry into force of this agreement and falling under provisions of this agreement.

Article 7

The admission to occupation is performed by professional activity of owners of the education documents listed in Articles 2 and 3 of this agreement according to the legislation of the State Party of this agreement in which recognition is asked.

Article 8

This agreement does not cancel the procedure of recognition of foreign education documents, documents / the academic references the representative for recognition of education documents by body of the State Party of this agreement in which recognition is asked. The procedure of recognition of foreign education documents, documents / the academic references is performed according to the legislation of the State Party of this agreement in which recognition is asked.

Article 9

For implementation of this agreement each of the Parties provides provision by the authorized bodies on recognition of education documents, at the request of authorized bodies of other Parties on recognition of education documents, necessary information about the State Parties of this agreement realized in educational organizations / organizations educational programs and the issued education documents, documents / the academic references.

Each of the Parties provides provision of necessary information within 30 days from the date of receipt by the authorized bodies on recognition of education documents of request about the fact of training and issue of education documents, documents / the academic references from authorized bodies of other Parties on recognition of education documents.
