About coordination of the interstate relations of the State Parties of the CIS in the field of use of atomic energy in the peace purposes

The governments of the State Parties of the Commonwealth of Independent States which further are referred to as with the Parties

based on the Agreement on the basic principles of cooperation in the field of peaceful use of atomic energy of June 26, 1992, and considering the Agreement on cooperation in forming and exchange of information resources and in creation and development of information systems of the State Parties of the Commonwealth of Independent States in the field of peaceful use of atomic energy of September 14, 2007, the Strategy of economic development of the Commonwealth of Independent States for the period till 2020 approved by the Decision of Council of CIS Heads of Government of November 14, 2008, the Framework programme of cooperation of the State Parties of the CIS in the field of peaceful use of atomic energy for the period till 2020 "COOPERATION" ATOM - the CIS", accepted by the Decision of Council of CIS Heads of Government of May 19, 2011,

considering significant role of nuclear industry in economic and social development of the State Parties of the CIS,

recognizing importance of ensuring the coordinated work of atomic industries of the State Parties of the CIS,

considering joint interest in effective solution of topical issues in nuclear industry of the State Parties of the CIS,

proceeding from need of strengthening of nuclear and radiation safety by enhancement of normative legal instruments and transition to new innovative technologies, relevant requirements of sustainable development, non-proliferation and secured provision of nuclear and radiation safety,

for the purpose of effective implementation of obligations according to international treaties which participants are their states,

agreed as follows:

Article 1.

The parties take agreed measures for ensuring effective coordination of the collateral actions aimed at sustainable development of nuclear power of the State Parties of this agreement and for assistance of implementation of the international treaties and decisions of the supreme bodies of the CIS signed within the CIS in the field of use of atomic energy in the peace purposes.

Article 2.

The parties promote stable functioning and to strengthening of safety of subjects to use of atomic energy in the peace purposes (further - objects), to implementation of joint actions for prevention of nuclear accidents, the organization of mutual assistance in preserving reliability of functioning of objects in emergency situations.

The parties interact concerning rapprochement of the national regulations and rules promoting ensuring nuclear and radiation safety of objects taking into account standards of International Atomic Energy Agency and the international obligations of the State Parties of this agreement.

Article 3.

The parties promote development of system of normative and legal and normative and technical regulation in the field of use of atomic energy in the peace purposes taking into account standards of International Atomic Energy Agency and the international obligations of the State Parties of this agreement and take measures for development of single approaches to establishment of mandatory requirements for safety, standardization, assessment of conformity and metrological support for the purpose of reliable and safe functioning of objects and creating favorable conditions for cooperation of the State Parties of this agreement.

The parties promote coordination of activities for development and rapprochement of regulations and rules on safety in case of placement, design, construction, operation, commissioning and conclusion from operation of objects, designing and production of the equipment for them, and also on development of methodical recommendations for adaptation and implementation of these regulations and rules.

The parties provide observance of measures for legal protection of intellectual property items, including on ensuring confidentiality and privacy of information of the corresponding nature according to the procedure, established by the legislation of the State Parties of this agreement.

Article 4.

The parties coordinate interaction in case of the joint solution of the questions connected with actions in emergency situations, observance of requirements of nuclear and radiation safety in case of development of uranium fields, nuclear fuel reprocessing, the treatment of radioactive waste and implementation of measures for rehabilitation of radiation contaminated territories in the State Parties of this agreement.

Article 5.

The parties assist development of technological and scientific and technical base of the State Parties of this agreement, new technologies and implementation of innovations in the field of use of atomic energy in the peace purposes, considering their priority and potential contribution to upgrade of economy.

The parties develop cooperation in the field of scientific and technical researches and developments, carrying out joint research and development works, exchange of technical documentation and scientific and technical information according to the legislation of the State Parties of this agreement.

The parties perform interaction in case of development and implementation of joint interstate bilateral and multilateral projects, actions and programs in the field of nuclear fuel cycle and atomic energy complex, including in case of development of uranium fields, production of nuclear fuel, safe handling of radioactive waste and the fulfilled sources of ionizing radiation, conversion of the fulfilled nuclear fuel, designing, construction and safe operation of nuclear installations and objects according to the treatment of radioactive waste, development of the technological developments and decisions directed to increase in efficiency of cooperation according to the international obligations of the State Parties of this agreement in the field of non-proliferation of nuclear weapon.

Article 6.

The parties promote development of management system by intellectual property in the field of use of atomic energy in the peace purposes, provide interaction in the field of preserving and knowledge management, creation and development of information systems by forming and exchange of the appropriate information resources. Management of intellectual property is understood as set of processes of the organization and coordination of works on procedures of registration, confirmation, acquisition, transfer, protection and other organizational and procedural maintenance of copyright of the materials involved in procedures of information exchange.
