About measures for implementation of the Presidential decree of the Republic of Belarus of May 20, 2013 No. 229

Based on Item 3 of the Presidential decree of the Republic of Belarus of May 20, 2013 "About some measures for sales promotion of innovative projects" the Council of Ministers of the Republic of Belarus DECIDES: No. 229

1. Approve Regulations on procedure for provision of innovative vouchers and grants it (is applied).

2. Make additions and change to the following resolutions of Council of Ministers of the Republic of Belarus:

2.1. in part one of Item 6 of the Regulations on procedure for competitive selection and the projects implementation and works financed by means of the republican budget, including innovative funds approved by the resolution of Council of Ministers of the Republic of Belarus of October 10, 2006 No. 1329 (The national register of legal acts of the Republic of Belarus, 2006, No. 167, 5/23200; 2010, No. 201, 5/32352):

after paragraph two to add part with the paragraph of the following content:

"correspond to the conditions provided in subitems 1. 1, 1.3 and 1.4 Items 1 of the Presidential decree of the Republic of Belarus of May 20, 2013 No. 229 "About some measures for sales promotion of innovative projects" (The national legal Internet portal of the Republic of Belarus, 22.05. 2013, 1/14274) if rendering the state financial support in case of realization of production stage of the innovative project is provided according to the procedure, established by this Decree;";

to consider paragraphs of the third or sixth respectively paragraphs the fourth or seventh;

2.2. ceased to be valid according to the Resolution of Council of Ministers of the Republic of Belarus of 22.05.2015 No. 431

3. To the state committee on science and technologies together with the Ministry of Economics to take measures for implementation of this resolution.

4. This resolution becomes effective since November 23, 2013, except for Item 3, of this resolution which is becoming effective from the date of official publication.

Regulations on procedure for provision of innovative vouchers and grants

1. This Provision developed based on subitem 3.1 of Item 3 of the Presidential decree of the Republic of Belarus of May 20, 2013 No. 229, establishes procedure for provision of innovative vouchers and grants.

2. Rendering the state financial support on preparatory or design-technology stage of implementation of innovative projects in the form of provision of innovative vouchers and (or) grants is performed on irretrievable basis according to the Presidential decree of the Republic of Belarus of May 20, 2013 No. 229 according to the agreements signed by the Belarusian innovative fund (further - Belinfond) with the citizens of the Republic of Belarus and legal entities realizing innovative projects after passing of competitive selection of project data.

Information on carrying out tender is placed in mass media, the global computer Internet on the official sites of the State committee on science and technologies (further - GKNT) and Belinfond, and also if necessary on the websites of other interested organizations.

Submission of innovative projects by applicants - the citizens of the Republic of Belarus and legal entities applying for receipt of the state financial support in case of their realization (further - applicants), to Belinfond for participation in competitive selection for the next financial year is performed till July 1 of the current year. After the expiration of the specified term additional competitive selections of innovative projects in the presence of the unallotted financial resources provided to Belinfond on these purposes can be made.

3. For participation in competitive selection of innovative projects the following requirements shall be observed:

stages of the innovative project on which realization the innovative voucher or grant was issued to the applicant earlier shall not be duplicated;

compliance of the innovative project to the conditions provided in subitems 1.1 and 1.3 of Item 1 of the Presidential decree of the Republic of Belarus of May 20, 2013 No. 229;

from the date of registration of object (objects) of the right of industrial property with which use the innovative project is implemented in the corresponding state register of objects of industrial property or the Register of Eurasian patents there passed no more than three years;

absence at the applicant who is the legal entity or the individual entrepreneur, debts on payments in the budget, the state trust budget and (or) off-budget funds on the 1st, preceding day of filing of application about rendering the state financial support;

the applicant who is the legal entity or the individual entrepreneur is not acknowledged as court insolvent or the bankrupt, is not at any stage of consideration of the case about insolvency or bankruptcy;

successful completion of preparatory stage of the innovative project if it was provided, the applicant applying for rendering the state financial support in case of realization of design-technology stage of the innovative project;

availability at the scientific and technological park (further – science and technology park) or incubator of the small business rendering assistance in implementation of the innovative project, qualified personnel, the corresponding material and technical resources for work on its realization, experience in realization or in assistance of implementation of innovative projects.

4. Tender is recognized cancelled if:

prior to the due date carrying out tender did not arrive any request or only one application for participation in it is submitted;

all submitted requests do not conform to the established requirements.

5. Observance of the requirements stated in Item 3 this provision is confirmed by the applicant in the statement for participation in tender (further - the statement) and the documents attached to it.

6. Applicants submit the following documents to Belinfond:

the statement and innovative project which are drawn up according to the requirements determined by GKNT and the Ministry of Economics (further - Ministry of Economics);
