About approval of the Procedure for exchange of information between the Ministry of the income and charges of Ukraine, the Pension fund of Ukraine and funds of obligatory national social insurance

According to the Law of Ukraine "About collection and accounting of single fee on obligatory national social insurance" PRIKAZYVAYU:

1. Approve the Procedure for exchange of information between the Ministry of the income and charges of Ukraine, the Pension fund of Ukraine and funds of obligatory national social insurance which is applied.

2. To development department of IT, electronic services and accounting of payers (Tenkov A. V.) submit this order on state registration according to the Presidential decree of Ukraine of October 3, 1992 to No. 493 "About state registration of regulatory legal acts of the ministries and other executive bodies".

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the deputy minister Ignatov A. P.

Procedure for exchange of information between the Ministry of the income and charges of Ukraine,
Pension fund of Ukraine and funds of obligatory national social insurance

General provisions

1.1. This Procedure     No. 406-VII "About modification of some legal acts of Ukraine in connection with carrying out administrative reform" for the purpose of determination of the mechanism of exchange of information between subjects of information exchange and ensuring realization of their powers is developed according to Articles 5, of 11, of 12, 12 - 1, 13 - 1, 14, of 17, 23 Laws of Ukraine "About collection and accounting of single fee on obligatory national social insurance", Item 3 of the Section II "Final provisions" of the law of Ukraine of July 4, 2013.

1.2. Subjects of the information exchange performed according to this Procedure are:

at the central level:

The ministry of the income and charges of Ukraine (further - Mindokhodov) that provides collection and accounting of receipts from payment of single fee on obligatory national social insurance (further - single fee) creates and keeps the register of insurers of the State register of obligatory national social insurance (further - the State register) performs measures for ensuring access to data of the State register according to the Law of Ukraine "About collection and accounting of single fee on obligatory national social insurance" (further - the Law);

The pension fund of Ukraine, creates and keeps the register insured persons of the State register, performs measures for provision of information from the State register according to the Law ;

Social Insurance Fund on temporary disability;

Social Insurance Fund from labor accidents and occupational diseases of Ukraine (further - Social Insurance Fund from accidents);

Fund of obligatory national social insurance of Ukraine on unemployment case;

at the territorial level - bodies of the income and charges, bodies of funds of obligatory national social insurance.

1.3. In case of exchange of information information resources of appropriate subjects of information exchange are used.

Information used by subjects of information exchange for accomplishment of the established functions is provided in electronic form or on papers.

1.4. Exchange of information is performed on permanent basis and based on separate requests:

at the central level - in electronic form on telecommunication channels between Mindokhod and the Pension fund of Ukraine directly, and also between Mindokhod and funds of obligatory national social insurance through information infrastructure of the Pension fund of Ukraine;

at the territorial level - in electronic or paper (moves directly the representative of the subject of the information relations or goes by mail with the assurance of receipt) type.

1.5. Subjects of information exchange are responsible for timely and in full provision of reliable information.

1.6. Terms in this Procedure are used in the values determined by the Laws of Ukraine "About collection and accounting of single fee on obligatory national social insurance", "About information".

II. Requirements for the organization of information exchange

2.1. The structure, format and term of file transfer, containing information provided according to this Procedure, requirements to their control, procedures of interaction of information systems and changes in them are determined by subjects of information exchange of the relevant common decisions which are drawn up by the separate protocols prepared based on this Procedure.

2.2. The request for information is sent by the subject of information exchange to other participant of exchange at appropriate level of information exchange. The request in paper form is sent together with the cover letter.

2.3. In the course of information exchange subjects of information exchange exercise control for:

correctnesses of information and its compliance to the established list of information exchange;

completeness of information with components of its provision.

By results of control of information the subject of information exchange within one day provides to other party confirmation about acceptance or rejection with the corresponding reasons.

The subject of information exchange in case of receipt of the message on unacceptance of information within one day considers reasons for its variation, eliminates defects and transfers the corrected information.
