Item 1. The parliament of the Republic of Kazakhstan carries out the work in sessional procedure.

Item 3. Regular sessions of Parliament are convened by the Chairman of the Majilis and held once a year, since first working day of September and till the last working day of June.

Item 6. Parliamentary session is competent on condition of presence on it at least two thirds of total number of deputies of each of Chambers.

Before each vote additional inundated registration of deputies can be carried out. Before vote on points of order additional inundated registration of deputies is not carried out.
Item 7. The chairman of the Majilis at parliamentary session:
- opens, closes sessions and parliamentary sessions;
- presides over the regular and emergency joint sittings of Chambers;
- announces data about registered for performance in debate;
- no more than two times on the discussed question give floor for performances to deputies of Chambers serially, but;
- in case of violation by the speaker Reglamenta has the right to warn him, and in case of further violation to deny the right to speak;
- no more than two times give floor to the deputy out of turn on points of order, but;
- will organize vote according to drafts of the laws, resolutions, addresses, declarations, statements and other acts of Parliament, amendments of deputies on the questions considered at meeting and announces results of vote;

In case of discussion of questions at parliamentary session the chairman has no right to give assessment and to comment on speeches of deputies.

Item 8. The agenda and operating procedure of parliamentary session are introduced by the Chairman of the Majilis of Parliament and affirm on joint sitting of Chambers open voting by a majority vote from total number of deputies of each of Chambers.
Offers and notes according to the agenda and operating procedure are accepted by open voting according to each offer by a majority vote from total number of deputies of each of Chambers.
Bills which priority of consideration is determined by the President of the Republic shall be accepted in first-priority procedure within two months.
The term of consideration of the specified drafts of the laws in the Majilis of Parliament shall not exceed forty calendar days.
Item 9. Time for reports at parliamentary sessions is provided within thirty minutes, for supporting reports - up to twenty minutes, acting in debate - up to ten minutes, in case of repeated performance in debate - up to five minutes, for announcement of deputy requests - up to five minutes, in case of discussion of candidates - up to three minutes, for performances on points of order, for reference and questions - up to two minutes. For answers to questions no more than one hour, and for debate - are allotted till one and a half o'clock. After close of pleadings the speaker and the co-reporter have the right to make concluding remarks within ten minutes.
To heads of fractions of political parties, and in case of their absence or according to their authorization to representatives of fractions of political parties, for statement of line item of fraction on the discussed question the right of performance is guaranteed and if necessary extra time within five minutes is provided.
The parliament by a majority vote from total number of deputies can establish other time.
Performances are made from tribune or from the place.
Applications for provision of the word are submitted from the place.
To the president of the Republic at its request for performance it is given the floor at any time.
At the request of the Chairman of the Senate, the Chairman of the Majilis, their deputies, representatives of the President and the Government by it it can be given floor for performance on the discussed question out of turn.
Nobody has the right to speak at parliamentary session without the permission of the chairman.
Item 10. Joint sittings of Chambers of Parliament are held in the Kazakh and Russian languages.
In case the speaker does not know Kazakh and Russian languages, he has the right to act in other language. Such performance is provided with the translation into the Kazakh and Russian languages. The speaker reports to the Chairman of the Majilis not later than days about the intention to act in any other language.
Texts of reports and supporting reports in the Kazakh and Russian languages are beforehand represented for simultaneous interpretation to the Office of the Majilis, but not later than two hours prior to joint sitting of Chambers.
