About additional measures for ensuring timely implementation of the investment project "Construction of the Ustyurt GCC based on the field Surgil with arrangement of the field"

For the purpose of ensuring timely implementation of the investment project "Construction of the Ustyurt GCC based on the field Surgil with arrangement of the field" (further - the project), the President of the Republic of Uzbekistan performed according to the resolution of June 24, 2013 No. PP-1987 "About approval of the feasibility statement on the investment project "Construction of the Ustyurt GCC based on the field Surgil with arrangement of the field", decides the Cabinet of Ministers:

1. Take into consideration that within project implementation:

foreign contractors - the companies "GS Engineering & Construction Corp.", "Samsung Engineering Co., Ltd." and "Hyundai Engineering Co., Ltd." (Republic of Korea) offers on designing of objects on technology zones of the Ustyurt GCC with use, if necessary, of the standards applied in the international practice in the field of construction, processing equipment, industrial and fire safety are made;

in the period of construction of the Ustyurt GCC on the building site receipt of the heavyweight and large-size equipment by special vehicles is provided;

accommodation of specialists of foreign contractors is provided in the temporary housing estate located in the territory adjoining the settlement of Akcholak of Kungradsky district of the Republic of Karakalpakstan.

2. Approve structures of the working groups on questions:

to coordination and decision making about application of international standards when designing and constructing facilities technology zones of the Ustyurt GCC according to appendix No. 1;

coordination of transportation of heavy and bulky cargoes for the Ustyurt GCC according to appendix No. 2.

3. Approve the actions plan on training for the Ustyurt GCC for 2013 - 2016 according to appendix No. 3.

4. Determine that:

the imported equipments, devices, raw materials and materials delivered for construction and commissioning of the Ustyurt GCC in case of absence in the republic of the relevant accredited test laboratories, are exempted, according to the procedure of exception, from the procedure of obligatory certification;

expense recovery of banks, financial institutions, creditors the, and also their agents in foreign currency provided in the Agreement on general terms of crediting and connected with project implementation, is performed by joint business Uz-Kor Gas Chemical LLC without the conclusion of separate agreements.

5. Agree with the offer of the Ministry of Internal Affairs of the Republic of Uzbekistan, NHK "Uzbekneftegaz" about:

the organizations at the airport of Nukus of the certain equipped premises of Department of entrance, departure and registration of nationality of the Ministry of Internal Affairs of the Republic of Karakalpakstan for operational prolongation of multi-visas, registration and prolongation of temporary registration of the foreign specialists arriving for participation in project implementation;

execution by joint business Uz-Kor Gas Chemical LLC of requests for prolongation of multi-visas, temporary registration and prolongation of temporary registration in the place of temporary residence in the Republic of Karakalpakstan for personnel of the foreign companies participating in project implementation, certified by the official stamp of NHK "Uzbekneftegaz" issued based on the power of attorney which is drawn up in accordance with the established procedure;

 establishment of procedure in case of which movement in the office purposes on the territory of the Republic of Uzbekistan for up to 15 days, in the presence of the corresponding special marks about place of registration of their temporary residence of the established sample, and also the written notice by inviting party of Management of entrance, departure and registration of nationality of the Municipal Department of Internal Affairs of Tashkent, departments of entrance, departure and registration of nationality of the Department of Internal Affairs of areas about the location of foreign specialists in the territory of the Republic of Uzbekistan is allowed to administrative technicians of the foreign companies participating in project implementation.

6. Accept the offer of Council of Ministers of the Republic of Karakalpakstan, the Ministry of Economics of the Republic of Uzbekistan, NHK "Uzbekneftegaz" and Kishlokkurilishloyikha LLC on construction in 2013 - 2015 of the first priority of the residential settlement of the Ustyurt GCC according to the approved project documentation providing construction of three small-family hostels on 144 places, 140 standard houses, objects of service, services and the accompanying infrastructure, with the following provisions:

as the customer NHK "Uzbekneftegaz" with payment of 25 percent of construction cost at the expense of own means acts;

financing of 75 percent of construction cost is performed for the credit account of the State and commercial People's Bank of the Republic of Uzbekistan provided to NHK "Uzbekneftegaz" for a period of 7 years, including grace period - 3 years, with interest rate of 12 annual interest rates;

upon termination of construction of NHK "Uzbekneftegaz" transfers the first priority of the residential settlement of the Ustyurt GCC to joint business Uz-Kor Gas Chemical LLC to lease, with the subsequent redemption till 2020 in accordance with the established procedure.

7. Resolve Directorates on construction of facilities of infrastructure of projectible Ustyurt GCC and arrangement of the field Surgil, according to the procedure of exception, in the period of construction of the Ustyurt GCC, before receipt of the license for right to use by the subsoil plot for production of lessovidny breeds their temporary production on the parcel of land of 54 hectares allocated to it in Kungradsky district according to the decision of Council of Ministers of the Republic of Karakalpakstan for accomplishment of construction and planning works in case of construction of artificial reservoir of reserve water supply.

 The commissions of the Cabinet of Ministers of the Republic of Uzbekistan on issue of licenses for right to use by the subsoil plots containing nonmetallic minerals on representation of NHK "Uzbekneftegaz" and Goskomgeologiya of the Republic of Uzbekistan to provide issue of Directorate on construction of facilities of infrastructure of projectible Ustyurt GCC and arrangement of the field Surgil to the license for right to use by the subsoil plot for production of lessovidny breeds on the Kungradsky field in Kungradsky district of the Republic of Karakalpakstan, for use as raw materials for needs of construction of facilities of external infrastructure of the Ustyurt GCC, on the basis of direct negotiations, without carrying out the public biddings.

8. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan G. I. Ibragimov.
