The governments of the State Parties of the Commonwealth of Independent States which further are referred to as with the Parties

for the purpose of creating favorable conditions for social and economic development, coordination and consecutive deepening of cooperation of the State Parties of the CIS, expansion of interstate exchange of statistical information, development of general information and statistical space within the CIS,

wishing to develop methodological and practical cooperation in the field of official statistics,

recognizing that increase in efficiency of activities of statistical services of the State Parties of this agreement and quality of information statistical support will be result of such cooperation,

understanding importance of acceptance of the approved and coordinated measures for development of the state statistics in the territories of the State Parties of this agreement meeting the latest scientific developments and the international standards in the field of statistics proceeding from the Basic principles of official statistics accepted by the Statistical commission of the UN

expressing intention to perform support in development and implementation of interstate programs and joint projects in the field of official statistics,

being guided by the international obligations and the legislation of the State Parties of this agreement,

agreed as follows:

Article 1

And coordination of interaction of statistical services of the State Parties of this agreement in this area to assign development of the agreed principles and rules of cooperation in the field of official statistics of the State Parties of the CIS to the Council of heads of statistical services of the State Parties of the Commonwealth of Independent States (further - Council) performing the activities according to the Regulations on Council of heads of statistical services of the State Parties of the Commonwealth of Independent States which are integral part of this agreement (appendix 1).

Article 2

The organization of information exchange, preparation of statistical, analytical materials about economic and social situation of the State Parties of the CIS which are based on the agreed principles and rules of cooperation for the purpose of further development of the official statistics meeting the latest scientific developments and the international standards in the field of statistics, expansion of interstate exchange of statistical information, developments of general information and statistical space within the CIS to assign to the Interstate statistical committee of the Commonwealth of Independent States (further - Statkomitet SNG) performing the activities according to the Regulations on Interstate statistical committee of the Commonwealth of Independent States which are integral part of this agreement (appendix 2).

Article 3

This agreement does not affect the rights and obligations of each of the Parties following for it from other international treaties which participant is its state.

Article 4

This agreement becomes effective after 30 days from the date of receipt by depositary of the last notification on accomplishment by the Parties of the interstate procedures necessary for its entry into force which signed it.

Article 5

By mutual consent of the Parties changes and additions which are its integral part which are drawn up by the relevant protocol can be made to this agreement and become effective according to the procedure, provided for entry into force of this agreement.

Article 6

This agreement after its entry into force is open for accession of any state sharing the purposes and the principles of this agreement by transfer to depositary of the document on accession.

For the State Party of the CIS this agreement becomes effective after 30 days from the date of receipt by depositary of the document on accession.

For the state, not being the member of the CIS, this agreement becomes effective after 30 days from the date of receipt by depositary of the last notification on the consent of the states which signed it or joined it on such accession.

Article 7

This agreement is signed sine die.

Each of the Parties has the right to leave this agreement, having sent to depositary the written notice of such intention not later than six months to exit and having settled the obligations which arose during action of this agreement.

It is made in the city of Minsk on May 31, 2013 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this agreement, its verified copy.
