state monitoring of water objects;

state monitoring of radiation situation;

state lesopatologichesky monitoring;

state monitoring of condition of subsoil;

seismic monitoring;

monitoring of volcanic activity;

monitoring of slow geodynamic processes in crust and deformation of the land surface;

federal state environmental control (supervision);

quarantine phytosanitary monitoring;

control of chemical, biological and hydrometeorological situation;

b) forces and means of liquidation of emergency situations as a part of divisions of fire protection, rescue services, rescue, search and rescue, emergency and recovery, recovery, emergency and technical and forest fire forming, divisions, organizations and the companies of federal executive bodies, State Atomic Energy Corporation "Rosatom", the State corporation on space activities Roskosmos, the executive bodies of subjects of the Russian Federation, local government bodies, the organizations and public associations performing protection of the population and the territories against emergency situations of natural and technogenic nature within the competence including:

suppression of the fires, including wildfires;

the organization and implementation of medical and sanitary providing in case of liquidation of emergency situations;

prevention of negative impact of waters and liquidation of its consequences;

the organization and work for active impact on meteorological and other geophysical processes;

restriction of negative technogenic impact of production wastes and consumption;

safety of works on destruction of chemical weapon, works on destruction or conversion of facilities for production, to development and destruction of chemical weapon, and also organization of works on mitigation of consequences of activities of these objects;

aerospace search and rescue;

safety of hydraulic engineering constructions;

ensuring transport safety;

organization and work for the prevention and liquidation of oil spills and oil products;

coordination of activities search and rescue services by search and rescue of people and courts, in distress at the sea in search and rescue regions of the Russian Federation;

implementation of wrecking on assistance to courts and objects, in distress at the sea;

safety of navigation of vessels of the fishery fleet, and also carrying out wrecking in fishing areas when implementing fishery;

ensuring public safety in case of emergency situations;

implementation of actions for the prevention (liquidation) of consequences of the road accidents and to decrease in weight of their consequences;

implementation of actions for accident elimination on objects of fuel and energy complex, housing and communal services, networks of telecommunication;

protection of the population against infectious and parasitic diseases, including general for the person and animals;

prevention of distribution and liquidation of the centers of infectious and other diseases of animals, wreckers of plants, causative agents of diseases of plants, and also plants (weeds) of quarantine value;

ensuring public catering, consumer services and social protection of the population which was affected by emergency situations;

implementation of actions for prevention and mitigation of consequences of radiation accidents.

2. Approve the enclosed list of forces and means of permanent readiness of federal level of Universal State System of Prevention and Response to ES.

3. To the ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response to provide in accordance with the established procedure the automated accounting, storage and updating of data on forces and means of permanent readiness of Universal State System of Prevention and Response to ES.

4. Recommend to executive bodies of subjects of the Russian Federation to approve in accordance with the established procedure lists of forces and means of permanent readiness of territorial subsystems of Universal State System of Prevention and Response to ES and to provide their automated accounting, storage and updating.

5. Recognize invalid:
