According to subitem 26-1) of Item 2 of article 14 of the Law of the Republic of Kazakhstan of December 8, 2001 "About rail transport", PRIKAZYVAYU:

1. Approve the enclosed Rules of the organization of sale of travel documents (tickets) on rail transport in the Republic of Kazakhstan.

2. To committee of transport and means of communication of the Ministry of Transport and Communications of the Republic of Kazakhstan (Meyrbekov E. N.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, official publication in mass media, including placement it on Internet resource of the Ministry of Transport and Communications of the Republic of Kazakhstan and on the intranet portal of state bodies;

3) submission to Legal department of the Ministry of Transport and Communications of the Republic of Kazakhstan of data on state registration and about the direction on publication in mass media within 5 working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. To impose control of execution of this order on the vice-Minister of Transport and Communications of the Republic of Kazakhstan Sklyar R. V.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization of sale of travel documents (tickets) on rail transport in the Republic of Kazakhstan

1. General provisions

1. These rules of the organization of sale of travel documents (tickets) on rail transport in the Republic of Kazakhstan (further - Rules) are developed according to the Law of the Republic of Kazakhstan of December 8, 2001 "About rail transport" and determine procedure for the organization of sale of travel documents (tickets) to passengers, prolongation of effective period, return of payments for unused travel documents (tickets), renewals of travel documents (tickets), in Items of sale of carriers and persons authorized by carrier - the passenger agencies.

2. For travel by the passenger train the passenger needs to have the travel document (ticket), and carrier or person authorized by it - the passenger agency processes the travel document (ticket), in the presence of spare space, to the station of destination specified by the passenger.

3. Carriers will organize sale of travel documents (tickets) for trains of the forming, also on passenger trains, forming of other carriers based on the signed agreements.

3-1. If the carrier renders to the passenger agency services in organizational technologically maintenance of execution of travel documents (tickets) and carries the expenses on fare connected with this service, the carrier can organize sale of travel documents (tickets) through ticket offices of the passenger agencies based on the signed non-paid agreements.

4. In all Items of sale are provided with reliable information (in pictorial and available form) for passengers about the rendered services, including:

the list of services in case of sale of travel documents (tickets) and their cost;

information about the legal entity, rendering service in sale of travel documents (tickets);

terms of sale of travel documents (tickets);

sale Item operating time.

5. Sale of travel documents (tickets) for passenger trains is made by means of terminals of automated control system for passenger traffic (further - ACS) (the automated method), electronic terminals, the Internet - resources, on manual technology via the dispatching terminal (further - DTM) (non-automated method), ticket printing machines (further - BPM) on suburban trains.

5-1. The carrier organizes sale of travel documents (tickets) along the line of the train through ACS by means of the terminal equipment of ACS.

Sale of travel documents (tickets) at stations where there are no ticket offices, is performed according to the procedure, the established part one of this Item.

6. Under the organization of sale of travel documents (tickets) the following obligatory services are provided to passengers:

1) sale of travel documents (tickets);

2) renewal (registration of reserved seat) of travel documents (tickets), in case of the passenger's stop along the line during effective period of the travel document (ticket);

3) return of travel documents (tickets);

4) renewal of travel documents (tickets);

5) execution of travel documents (tickets) for transportation of organized groups of passengers.

7. Also additional services for which the payment can be levied are provided:

1) order placement by phone;

2) delivery of railway travel documents (tickets) in the place of customer requirement.
