About approval of the Procedure for registration of receipt of courts to seaport, provisions of outward clearance of courts to the sea and registrations of exit of courts from seaport

1. Approve the Procedure for registration of receipt of courts to seaport, provisions of outward clearance of courts to the sea and registrations of exit of courts from seaport which is applied.
2. To provide to the state inspectorate of Ukraine for safety on sea and river transport:
2.1. Submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.
2.2. Promulgation of this order on the official site of the Ministry of infrastructure of Ukraine.
3. This order becomes effective from the date of its official publication.
4. To impose control over the implementation of this order on the deputy minister Demidovich D. V.

1.1. This Procedure is developed according to the Convention on simplification of international maritime traffic of 1965 (with corrections), Articles 78, of 90, of 91 Merchant Marine Code of Ukraine, article 14 of the Law of Ukraine "About seaports of Ukraine."
Action of this Procedure extends to vessels which come into seaports of Ukraine (except sea fishing ports), captains of seaports, services of captains of seaports (further - Services) during execution of them procedures of registration of receipt of courts to seaport, provision of outward clearance of courts from seaport and registration of exit of courts from seaport.
1.2. In this Procedure terms and reducings are used in such values:
vessel exit - departure of the vessel from the mooring located in the harbor area or from anchoring berth in the harbor area;
monitoring bodies - state bodies, authorized to control observance of requirements of the legislation in ports and their water areas;
receipt of the vessel - statement of the vessel on anchor in the harbor area or mooring of the vessel to the mooring located in the harbor area, in the place determined by administration of seaport;
port authorities - port administration which is responsible for effective operation of port, conducting economic activity, the organization and safety control of navigation in the harbor area, and the captain of seaport (service of the captain of seaport) who exercises supervision (control) of safety of navigation;
the assignment terminal - the single property complex located within seaport or on inside river waterways including technologically connected objects of port infrastructure, including moorings, hoisting-and-transport and other equipment which provide loading unloading and storage of loads, the safe parking and servicing of courts and passengers;
the yacht - the decked, sailing, sailing and motor or motor ship used for individual or collective rest and sport;
GMSSB - Global sea communication system in case of disasters and for safety control;
MKUB - The international code on safety management;
IMO - International Maritime Organization.
