Some questions of activities of the Ministry of Health and Public sanitary and epidemiologic service

Cabinet of Ministers of Ukraine decides:

1. Bring in resolutions of the Cabinet of Ministers of Ukraine of May 16, 2011 No. 501 "About approval of the list of institutions of health care and programs in health care industries which provide accomplishment of nation-wide functions, expenses on which are performed from the government budget, and recognition voided some resolutions of the Cabinet of Ministers of Ukraine" (The Official Bulletin of Ukraine, 2011, No. 36, the Art. 1484) and of November 14, 2012 No. 1050 "Some questions of the Public sanitary and epidemiologic service" (The Official Bulletin of Ukraine, 2012, No. 87, the Art. 3547) changes which are applied.

2. According to part eight of Article 23 of the Budget code of Ukraine:

perform within the total amount of the budget settings provided to the Ministry of Health for 2013 generally and special funds of the government budget, redistribution on the general fund of the government budget of expenses of consumption in the amount 10635, by 4 thousand hryvnias (from them on compensation - 6172, 1 thousand hryvnias, utilities and energy carriers - 1214 thousand hryvnias), on special fund of expenses of consumption in the amount of 160 thousand hryvnias (from them on compensation - 10 thousand hryvnias, utilities and energy carriers - 25, 7 thousand hryvnias) by reduction of their amount according to the budget program 2304020 "Activities of organizations of the Public sanitary and epidemiologic service and action for fight against epidemics" and respectively increase in their amount according to the budget program 2301350 "The organization and regulation of activities of organizations and separate actions in health care system";

provide:

To the Ministry of Health - coordination of expense reallocation of the government budget provided by the paragraph the second this Item with Committee of the Verkhovna Rada of Ukraine concerning the budget;

To the Ministry of Finance - introduction after the specified coordination of corresponding changes into list of the government budget.

3. Resolve the Ministry of Health use of remaining balance of budgetary funds of special fund which were formed by condition for January 1, 2013 according to the budget program 2301250 "The state sanitary and epidemiological surveillance disinfection actions and actions for fight against epidemics" on special registration accounts of institutions and organizations of sanitary and epidemiologic service which belong to the sphere of management of the Ministry and are liquidated (further - institutions and organizations), and means which arrived after January 1, 2013 into special registration accounts of organizations, for carrying out by public institutions which belong to the sphere of management of the Public sanitary and epidemiologic service and conduct laboratory researches and tool researches to which functions of institutions and organizations, the calculations connected with completion of liquidation of institutions and organizations are partially transferred.

4. In accordance with the established procedure to provide to the public treasurer service:

transfer based on payment orders of liquidation commissions of institutions and organizations of remaining balance of means of the special fund specified in Item 3 of this resolution on the corresponding special registration account opened according to the budget program 2304020 "Carrying out laboratory researches in the sphere of sanitary and epidemic wellbeing of the population and acceptance of special measures on localization and liquidation of flashes and epidemics" for carrying out the calculations connected with completion of liquidation of institutions and organizations;

registration of obligations for carrying out the calculations connected with completion of liquidation of institutions and organizations for the budget program 2304020 "Carrying out laboratory researches in the sphere of sanitary and epidemic wellbeing of the population and acceptance of special measures on localization and liquidation of flashes and epidemics".

5. To chairmen of liquidation commissions of institutions and organizations to provide determination of need for amounts of the means necessary for completion of their liquidation, and provision of the relevant information to the Public sanitary and epidemiologic service for carrying out necessary calculations.

6. To provide to the Ministry of Health together with the Public sanitary and epidemiologic service in accordance with the established procedure the target direction of funds for carrying out the calculations connected with completion of liquidation of institutions and organizations within the requirement determined by them.

7. To the Ministry of Health to perform actions concerning repayment within budget settings according to the budget program 2301350 "The organization and regulation of activities of organizations and separate actions in health care system of" debt of public institution "The Ukrainian research protivochumny institute of name I.I. Mechnikova of the Ministry of Health of Ukraine" and state institution "Ukrainian Antiplague Station of the Ministry of Health of Ukraine".

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine of May 16, 2011 No. 501 and of November 14, 2012 No. 1050

1. Paragraph two of the subsection "MZ" of the Section "Programs in Health Care Industries Which Provide Accomplishment of Nation-wide Functions" of the list of institutions of health care and programs in health care industries which provide accomplishment of nation-wide functions, expenses on which are performed from the government budget approved by the resolution of the Cabinet of Ministers of Ukraine of May 16, 2011 No. 501, after words "the Referens-center of molecular diagnostics (Kiev)", to add with words ", the state institution "Ukrainian Antiplague Station of the Ministry of Health of Ukraine" (Simferopol), public institution "The Ukrainian research protivochumny institute of name I.I. Mechnikova of Ministry of Health of Ukraine" (Odessa)".

2. To state Item 2 of the resolution of the Cabinet of Ministers of Ukraine of November 14, 2012 to No. 1050 in such edition:

"2. To the Ministry of Health together with the Public sanitary and epidemiologic service to resolve issue concerning education in accordance with the established procedure:

public institutions of the Public sanitary and epidemiologic service for laboratory testing and tool researches with the total number of workers of no more than 22298 persons;
