About the development program of the sphere of tourism in the Kashkadarya region for 2013-2015

For the purpose of further increase in tourist capacity of the Kashkadarya region, creating favorable conditions for effective use of unique historical and cultural heritage of the region, improvement of condition of historical architectural complexes and monuments of architecture, construction of hotels and objects of servicing of tourists, forming and implementations of modern tourist routes on cultural and historical sights, effective use of natural capacity of the region, development of transport infrastructure, improvement of quality of the rendered services, creations on this basis of new workplaces and increases in the income of the population of the Cabinet of Ministers area decides:

1. Approve the Development program of the sphere of tourism in the Kashkadarya region for 2013 - 2015 (further - the Program) including developed by the Ministry of Foreign Economic Relations, Investments and Trades, the Ministry of Economics of the Republic of Uzbekistan, the Uzbekturizm National company, khokimiyat of the Kashkadarya region together with the interested ministries, departments and business entities:

target parameters of development of the sphere of tourism in the Kashkadarya region for 2013 - 2015 according to appendix No. 1;

complex of actions for further development and expansion of scales of the sphere of tourism in the Kashkadarya region for 2013 - 2015 to soglasnoprilozheniye No. 2;

the address list on restoration and improvement of condition of objects of historical and cultural heritage of the Kashkadarya region for 2013 - 2015 according to appendix No. 3;

the address list on construction and reconstruction of hotels, restaurants and other objects of tourist infrastructure in the Kashkadarya region for 2013 - 2015 according to appendix No. 4;

the schedule of financing of the projects and actions included in the Development program of the sphere of tourism in the Kashkadarya region for 2013 - 2015 at the expense of credit lines of banks according to appendix No. 5.

2. Form the working group on monitoring of accomplishment of the Development program of the sphere of tourism in the Kashkadarya region for 2013 - 2015 (further - the Working group) in structure according to appendix No. 6.

Assign to the Working group (E.M.Ganiyev):

implementation of coordination and control of timely and high-quality realization of the public and economic board by bodies, public authorities on places and other organizations of the actions approved by this resolution according to fixed terms;

attraction of foreign investments, credits and grants of the donor countries, the international organizations for joint financing of the projects included in the Program.

Grant the right to the Working group to make, if necessary, changes and amendments to the Program, in the presence of the project offers prepared and approved in accordance with the established procedure.

3. To khokimiyat of the Kashkadarya region together with the Uzbekturizm National company, bodies of the public and economic board, other organizations responsible for implementation of actions, provided by the Program, quarterly to provide in the Working group information on the course of their accomplishment.

4. To Gosarkhitektstroy of the Republic of Uzbekistan within implementation of actions, included in the Program:

provide conducting examination of the design estimates of the under construction and reconstructed objects with implementation of the state supervision of quality of the carried-out installation and construction works, observance of town-planning regulations and rules;

together with khokimiyat of the Kashkadarya region to establish control of non-admission of illegal construction and inappropriate use of the parcels of land.

5. Recommend to banks allocation of soft credits to initiators of the projects provided to realization within the Program approved by this resolution at the rate refunding rates of the Central bank of the Republic of Uzbekistan, at least five years with grace period are not higher twelve months.

6. Exempt till January 1, 2016 from customs payments (except for charges for customs clearance) the equipment, spare parts to it and the other goods which are not made in the republic, imported for construction, reconstruction and equipment of the objects provided to realization within the Program approved by this resolution according to the lists approved by the Cabinet of Ministers of the Republic of Uzbekistan.

Determine that:

the amount of customs payments which is not paid in connection with provision of customs privileges in target procedure goes for financing of the projects provided to realization within the Program approved by this resolution;

in case of inappropriate use of imported goods the released means in full are collected in the Government budget using penalties, stipulated by the legislation.

7. The Uzbekturizm national company together with the Ministry of Justice of the Republic of Uzbekistan, other ministries and departments to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this resolution in a month.

8. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R.S.Azimov.
