11. The fund has the right to create in accordance with the established procedure branches and to open representations in the territory of the Russian Federation and outside the territory of the Russian Federation. Branches and representative offices of Fund act on the basis of the regulations on them approved by the board of trustees of Fund. The head of branch or representative office of Fund is appointed by the board of trustees of Fund and acts on the basis of the power of attorney.
12. The fund has the right to create non-profit organizations in the territory of the Russian Federation and outside the territory of the Russian Federation and (or) to participate in such organizations in accordance with the legislation of the Russian Federation and the right of the countries in which territories they are founded.
13. For goal achievement of the activities determined by this Federal Law, the Fund has the right to enter associations and the unions based on decisions of the board of trustees of Fund.
14. The fund answers for the obligations all property belonging to it, except for property on which collection cannot be turned. The list of property of Fund on which collection cannot be turned affirms the Government of the Russian Federation.
15. The Russian Federation does not answer for obligations Fund, and the Fund does not answer for obligations the Russian Federation if they did not assume the corresponding obligations.
16. For distribution of the information and other materials connected with activities of Fund in spheres of scientific and scientific and technical activities, the Fund has the right to establish mass media and (or) to act as their publisher in accordance with the legislation of the Russian Federation.
17. The fund cannot be recognized as insolvent (bankrupt).
18. The Audit Chamber of the Russian Federation and other state bodies in accordance with the legislation of the Russian Federation exercise control of activities of Fund.

b) development of the scientific organizations and educational organizations of the higher education for the purpose of strengthening of personnel potential of science, carrying out research and development of world level, creation of the knowledge-intensive products;
c) creation in the scientific organizations and the educational organizations of the higher education of the laboratories and departments corresponding to world level, development of experimental base for carrying out scientific research;
d) development international scientific and sci-tech cooperation;
e) carrying out developmental and technological works, developmental developments for the purpose of assistance of realization of strategic initiatives of the President of the Russian Federation in the scientific and technological sphere;
2) is performed by financing of the programs and projects which underwent competitive selection;
3) participates in forming and replenishment of the target capital of the scientific organizations and educational organizations of the higher education;
4) participates in preparation of offers on forming of the state scientific and technical policy and development of the higher education;
5) distributes information on programs and projects;
