About measures for financial improvement of the heatsupplying and water supplying organizations of the Republic

For the purpose of financial improvement of the heatsupplying and water supplying organizations, ensuring their timely preparation for steady work during heating season, reducing accounts payable before suppliers of energy resources, the Cabinet of Ministers decides liquidations of premises to above-standard leave of heat energy, and also reducing losses and non-productive costs:

1. Recognize unsatisfactory:

the Republics of Karakalpakstan accepted by Council of Ministers, khokimiyats of areas and Tashkent measures for providing power - and resource-saving in system of centralized heat supply, improvement of quality and uninterrupted giving of heat energy to the population, system liquidation of premises to above-standard leave of heat energy to the population and increases in cost efficiency of work of the heatsupplying organizations;

work of the Uzbek agency "Uzkommunkhizmat" regarding development of the regulatory legal acts and methodical documents meeting the modern requirements and providing deepening of economic reforms in the field of public service.

2. Specify to the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of areas and Tashkent the inefficient organization of work of the heatsupplying organizations, having especially paid attention that:

schemes of development of system of heat supply of the large cities in regions are not developed, works on upgrade and implementation of modern energy-saving technologies respectively are not begun;

 the special billing program protected from unauthorized intervention of strangers providing the automated accounting of consumers and amounts of the implemented heat energy is not implemented;

 the amount of above-standard giving of heat energy by the heatsupplying organizations for 2012 made 4,4 of one million Gcal, or 32 percent from the heat energy given to network;

 growth of receivables for the rendered services of heat supply in 2012 in comparison with 2011 averaged percent 17,5, and in Kashkadarya - 29,8 of percent, Samarkand - percent 23,6, the Tashkent, Khorezm regions and Tashkent - 21 percent;

 growth of accounts payable for the same period on average on 21, of percent, and in Kashkadarya - 75 percent, Namangan - 36,5 of percent, Bukhara - 34,7 of percent, the Samarkand region - 30,6 of percent and Tashkent - percent 23,7 is allowed;

as a result of establishment of rates for the population on regulations of consumption of heat energy the average share of covering of expenses, taking into account above-standard giving of heat energy, on the republic averaged percent 63,2, and on regions this indicator constitutes: in the Syr Darya region - 22 percent, Surkhandarya - 32,4 of percent, the Fergana region - 32 percent, the Jizzakh, Namangan and Tashkent regions - 35 percent.

3. Warn about the personal responsibility of hokim Surkhandarya (N. Chariyev), Syr Darya (O. Ashurmatova), Tashkent (A. Usmanova), Kashkadarya (Z. Ruziyeva), Jizzakh (S. Ismailova), Fergana (Sh. Ganiyeva) of areas and the city of Tashkent (R. Usmanov) for unconditional and high-quality accomplishment of the provided actions for development of system of heat supply and improvement of the companies of this sphere.

4. Take into consideration that:

 the Working commission created by the Cabinet of Ministers of the Republic of Uzbekistan studies the reasons of formation of above-standard consumption of heat energy following the results of system operation of heat supply of the city of Tashkent for 2012, by results of studying the statement of technical expertize of March 28, 2013 with the corresponding conclusions and recommendations is drawn up;

as of April 1, 2013 reconciliation statements of reciprocal debt between the heatsupplying organizations and NHK Uzbekneftegaz, SAC of Uzbekenergo according to which debt of the heatsupplying organizations for natural gas, fuel oil, oven fuel and coal constitutes 207,1 of one billion bags are drawn up. and for electrical energy of 15,2 of one billion bags.

5. Approve:

Package of measures for increase in overall performance and financial improvement of the heatsupplying organizations of the republic (further - the Package of measures), according to appendix No. 1;

The program for enhancement and updating of the regulatory legal acts and methodical documents in the field of public service which are subject to development in 2014 - 2015 according to appendix No. 2.
