Chapter 1. General provisions

Article 1. Subject of regulation of this Federal Law

This Federal Law determines legal status, powers and functions of the Russian Academy of Sciences, and also establishes procedure for management of the Russian Academy of Sciences and procedure for financial provision of its activities.

Article 2. Legal status of the Russian Academy of Sciences

1. The Russian Academy of Sciences is federal state budgetary institution.

2. Functions and powers of the founder and the owner of federal property of the Russian Academy of Sciences on behalf of the Russian Federation are performed by the Government of the Russian Federation.

3. The Russian Academy of Sciences performs the activities for the purpose of ensuring succession and coordination:

1) the basic scientific research and exploratory scientific research conducted in the major directions natural, technical, medical, agricultural, public and the humanities;

2) the scientific research realized in the field of defense industry complex for the benefit of defense of the country and safety of the state;

3) expert scientific ensuring activities of public authorities of the Russian Federation;

4) scientific and methodical management of scientific and scientific and technical activities of the scientific organizations and educational organizations of the higher education.

4. Activities of the Russian Academy of Sciences are regulated by this Federal Law, other Federal Laws and regulatory legal acts of the Russian Federation adopted according to them, and also the charter of the Russian Academy of Sciences accepted according to this Federal Law.

The Russian Academy of Sciences has exclusive right to use of the name determined by this Federal Law, except as specified uses of the name of the Russian Academy of Sciences in names of the organizations specified in part 9 of article 18 of this Federal Law. Person who is illegally using the name of the Russian Academy of Sciences upon the demand of the Russian Academy of Sciences shall stop its use and pay the damages caused to it.

9. The term of activities of the Russian Academy of Sciences has no restriction.

Article 3. Charter of the Russian Academy of Sciences

1. The charter of the Russian Academy of Sciences, entering of changes into it are accepted by general meeting of members of the Russian Academy of Sciences according to the procedure, established by this Federal Law, and affirm the Government of the Russian Federation.

2. The charter of the Russian Academy of Sciences shall contain data:

1) about subject and the purposes of activities of the Russian Academy of Sciences;

2) about procedure for adoption of the charter of the Russian Academy of Sciences and procedure for introduction of changes in it;

3) about structure, about procedure for forming, about competence of governing bodies of the Russian Academy of Sciences, including on the questions constituting exclusive competence of general meeting of members of the Russian Academy of Sciences and also of procedure for decision making by governing bodies of the Russian Academy of Sciences;

4) about procedure and about conditions of election of members of the Russian Academy of Sciences and foreign members of the Russian Academy of Sciences, their rights and obligations;

5) about structure of the Russian Academy of Sciences, including about regional departments of the Russian Academy of Sciences, regional scientific centers of the Russian Academy of Sciences and representative offices of the Russian Academy of Sciences;

6) about conditions and about procedure for provision of scientific and advisory services by the Russian Academy of Sciences to state bodies and the organizations, about procedure it expert functions;

7) about procedure for provision of information on activities of the Russian Academy of Sciences to members of the Russian Academy of Sciences and other interested persons;

8) other data provided by this Federal Law, other Federal Laws
