About approval of communication strategy and the action plan on increase in knowledge of the population concerning HIV for 2013-2016
For the purpose of implementation of complex actions for improvement of knowledge of communities in the questions connected with HIV and also in execution of the State program on stabilization of epidemic of HIV infection in the KR for 2012-2016, I order:
1. Approve enclosed:
1.1. communication strategy for increase in knowledge of the population concerning HIV for 2013-2016 (Appendix 1);
1.2. the action plan on increase in knowledge of the population concerning HIV for 2013-2016 (Appendix 2);
1.3. management for specialists of office of strengthening of health in work with rural committees of health concerning HIV (Appendix 3).
2. To coordinators of health care of areas and Osh, to directors of DZ Bishkek, city, district TsSM, TB and maternity hospitals to provide execution of communication strategy and the action plan on increase in knowledge of the population concerning HIV for 2013-2016, according to appendices 1, 2.
3. To the director of RTsUZ (Aytmurzayeva G. T.):
3.1. give methodical help to contractors on places;
3.2. provide coordination of donors during implementation of actions;
3.3. perform selective monitoring on realization of communication strategy once a year.
4. To impose control over the implementation of this order on the deputy minister Choybekov K. N.

Description of situation
According to the Republican center "SPID" for August 1, 2013 in Kyrgyzstan 4910 cases of HIV infection, from them kyrgyzstanets - 4696 are registered. Died 781 persons, including from AIDS - 262. Increase in number of HIV of positive women and children demonstrates transition of epidemic from the circle of the consumers of injecting drugs (CID) in general population. Epidemic strikes people of young working-age. 69% of the people living with HIV are in the most productive age: 20-39 years.
In spite of the fact that many various events for informing the population are held, HIV-positive people are exposed to discrimination and stigmatization on places. Especially this threat is dangerous to families with HIV-positive children.
According to expert opinions of PROON the situation with HIV infection in Kyrgyzstan worsens because of internal and especially external migration. According to the latest data, in Russia and Kazakhstan 800 thousand kyrgyzstanets or 15% of the population of the country work.
Informing on disease and prevention of infections of reproductive path are the main mechanisms of prevention of spread of HIV.

Considerable target group which can exert powerful impact and support to health care system on this problem on places are heads and employees of public administrations and local self-government, responsible for health care. Carrying out information and explanatory work will serve increase in understanding of their role, responsibility and coordinate action with health care system.
Today in Kyrgyzstan there are steady mechanisms of holding actions for prevention and strengthening of health among rural population. The existing network of rural committees of health over all country serves as effective distribution channel of information.
Holding actions for questions of public health among urban population has the specific features of ensuring access to target group.
Distribution of information and carrying out broader explanatory work among the population is possible when using media.
Common problem: growth of incidence and spread of HIV in general population.
Communication problem: lack of sensitivity of the population to the problem connected with HIV.
