About approval of the List of areas of obligatory pilot carrying out and categories of courts which are exempted from obligatory pilot carrying out

According to Article 94 of the Maritime Code of Ukraine, subitems 4.9. 17, 4.9.74 subitems 4.9 of item 4 of the Regulations on the Ministry of infrastructure of Ukraine approved by the Presidential decree of Ukraine of May 12, 2011 No. 581 for the purpose of increase in level of safety of navigation order:

1. Approve the enclosed List of areas of obligatory pilot carrying out and categories of courts which are exempted from obligatory pilot carrying out.

2. To provide to department of state policy in industry of sea and river transport submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the deputy minister Demidovich D. V.

The list of areas of obligatory pilot carrying out and categories of courts which are exempted from obligatory pilot carrying out

1. This List is determined according to Article 94 of the Maritime Code of Ukraine and is obligatory for application by the companies providing pilot services, captains of seaports within which water area pilot carrying out, and shipowners whose vessels perform swimming in areas of obligatory pilot carrying out is performed.

2. In this List terms are used in such values:

vessel length - the maximum length of the vessel which is determined in ship's papers;

the vessel - any self-propelled watercraft in surface condition, warships (motor boats) and support vessels;

the vessel of local basing - the vessel which carries out regular swimming in the water area of the relevant seaport (the vessel of the dnouglublyayushchy fleet performing works in the water area and/or on the channel, tows, fishing vessels which come into ports without accomplishment of loading transactions and so forth) including cases when the specified vessel goes out of its water area and returns to the same seaport if duration of one-time stay of the vessel outside the water area of the relevant seaport does not exceed 72 hours.

3. Regions of internal waters and the territorial sea of Ukraine within which pilot carrying out courts is obligatory:

1) the area of the section of the Danube River from reception buoy of sea approach mouth of Bystroe Canal to seaport of Rennie;

Acceptance and disembarkation of the pilot are performed in such places:

about reception buoy of sea approach mouth of Bystroe Canal (width 45 18,6" N; longitude 029 49,3" E);

in seaports Ismail, Rennie, Ust-Dunaysk and on their raids;

in Vilkovo's portopunkta, Kiliya and on their raids;

about 116 km (cape Izmail Chatal).

Replacement of the pilot in the seaport water area Izmail (acceptance and disembarkation of the pilot) is performed on 96 km in case of navigation of the vessel upstream of the Danube River and on 87 km in case of navigation of the vessel downstream the Danube River;

2) the area of seaport Belgorod-Dniester with the Dniester estuary - within the seaport water area Belgorod-Dniester.

Acceptance and disembarkation of pilots are performed about reception buoy No. 1 (width 46 04,6" N; longitude 030 30,4" E);

3) the area of seaport Youzhny (for the vessels going from seaport Youzhny) - from point of acceptance of the pilot or anchor parking of port to gate of port and internal waters of port within the Adzhalyksky estuary, also in the opposite direction to point of disembarkation of the pilot or to anchor parking of port.

Acceptance and disembarkation of the pilot are performed in points with coordinates:

the place of acceptance - width 46 ° 31 "48" "N; longitude 030 ° 57" 00 "" E;

the place of disembarkation - width 46 ° 32 "20" "N; longitude 030 ° 55" 52 "" E;

4) the area of seaport Skadovsk - within its water area.

Acceptance and disembarkation of pilots are performed in such places:

for courts which arrive to seaport Skadovsk and which leave it, - around the Skadovsky approach axial shining buoy (width 46 04,6" N; longitude 032 54,2" E), in ice campaign - around the Dzharilgachsky beacon in point with coordinates: width 46 00,0" N; longitude 033 04,3" E;

for courts which arrive in portopunkt Horli and which leave him, - around the Horlivsky shining buoy No. 1 (width 46 01,6" N; longitude 033 13,1" E);

5) the area of seaport Yevpatoria and lakes Donuzlav - within the seaport water area Yevpatoria.

Acceptance and disembarkation of the pilot are performed in such places:

when approaching to seaport Yevpatoria - at distance 5 cable-laid and in sector 100 - 200 from the shining sign of the mooring No. 2 or near the anchor parking No. 382, at the same time pilot carrying out on the South of the line which passes on bearing 60 from the shining mooring No. 2 sign to the coastline is vneshneportovy, and to the North from this line - intra port;

when approaching to the lake Donuzlav - for 2 kabeltov to the southeast from buoy Donuzlavsky axial or in areas of anchor parking No. 378 and No. 381;

6) the area of seaport Yalta - within its water area.

Acceptance and disembarkation of the pilot are performed in point with coordinates: width 44 27,69" N; longitude 034 10,71" E;

7) the area of seaport Berdyansk - within its water area.

Acceptance and disembarkation of the pilot are performed in such places:

for courts which arrive to seaport Berdyansk and which leave it:

with the draft of 6,0 of m and more - around buoy No. 2 (width 46 36,7" N; longitude 036 36,0" E) left side of the approach channel of port;

with draft to m 6,0 - around buoy No. 10 (width 46 40,0" N; longitude 036 40,1" E) left side of the approach channel of port;

for courts which arrive to separate division "Genichesky portopunkt" the state company "Berdyansk Sea Trade Port" and which leave it, - in point with coordinates: width 46 09,8" N; longitude 034 52,5" E, or on the berth in point with coordinates: width 46 09,6" N; longitude 034 53,6" E;
