1. Approve the enclosed Rules of accounting and systematization of regulatory legal acts by state bodies.

2. This resolution becomes effective from the date of signing and is subject to official publication.

Rules of accounting and systematization of regulatory legal acts by state bodies

1. These rules of accounting and systematization of regulatory legal acts by state bodies (further - Rules) are developed according to Item 2 of article 46 of the Law of the Republic of Kazakhstan of March 24, 1998 "About regulatory legal acts".

2. Rules determine procedure for accounting and systematization of regulatory legal acts by state bodies by the regulatory legal acts adopted by them.

3. The Ministry of Justice of the Republic of Kazakhstan develops and approves methodical recommendations about accounting and systematization of regulatory legal acts by state bodies.

4. Accounting and systematization of regulatory legal acts are carried out for the purpose of ensuring availability of the legislation, convenience of use by him.

5. Functions on accounting and systematization of regulatory legal acts in state bodies are performed by the relevant division or the employee (workers) of state body determined (determined) by the decision of the head of state body.

Accounting and systematization of the regulatory legal acts containing the state secrets are performed by the employee of structural division on protection of the state secrets of the relevant state body.

6. Accounting and systematization of regulatory legal acts are performed in the state and Russian languages.

7. Accounting and systematization of regulatory legal acts by state bodies are performed on permanent basis in paper and electronic type and includes collection and storage of the operating regulatory legal acts, arrangement according to activities of state body in chronological procedure, and also maintenance of regulatory legal acts in control condition.

8. The state body receives the copy of the printing text of regulatory legal act with the registration number assigned to it in the state and Russian languages sent by the Republican center of legal information to the relevant state bodies according to Item 7 of Rules of maintaining the State register of regulatory legal acts, reference control bank of the regulatory legal acts of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of April 29, 2006 No. 343.

After receipt of the copy of regulatory legal act the responsible person of state body makes the corresponding logging of registration of the arrived regulatory legal acts with indication of the name, dates, numbers from the state register according to appendix to these rules.

The responsible person of state body within three working days after logging enters the corresponding data in the register of regulatory legal acts.

In case of modification and amendments in regulatory legal acts, recognition of separate parts of regulatory legal acts invalid or suspension of their action the mark which is precisely reflecting the formulation of the brought regulations, and also information on form, acceptance date and number of the act is brought in its text.
