About approval of the Instruction about the organization of rationalization work in Public service of special communication and information protection of Ukraine

1. Approve the Instruction about the organization of rationalization work in Public service of special communication and information protection of Ukraine which is applied.

2. To provide to the director of the department of the organization of government communication of Administration of Public service of special communication and information protection of Ukraine, chiefs of territorial authorities, territorial subdivisions, organizations of Public service of special communication and information protection of Ukraine accomplishment of actions for assessment of positive effect from use of improvement suggestions in Public service of special communication and information protection of Ukraine, planning in accordance with the established procedure of assignments for the corresponding payments, and also to provide realization of the right of authors (coauthors) to fair encouragement for improvement suggestions used in divisions of Public service of special communication and information protection of Ukraine.

3. To provide to the director of the department of the organization of government communication of Administration of Public service of special communication and information protection of Ukraine submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

4. To impose control over the implementation of this order on the First Deputy Chairman of Public service of special communication and information protection of Ukraine.

5. This order becomes effective from the date of its official publication.

The instruction about the organization of rationalization work in Public service of special communication and information protection of Ukraine

I. General provisions

1.1. This Instruction determines the general principles of the organization of rationalization work in Public service of special communication and information protection of Ukraine (further - Gosspetssvyaz), establishes single procedure for creation, idea, consideration of the applications of improvement suggestions, and also procedure for determination of calculation of remuneration to the author (coauthors) of improvement suggestion for its use in Gosspetssvyaz.

1.2. For the purpose of reliability augmentation of functioning of government communication, other special types of communication and ensuring their safety, enhancement of technical operation of means of government and special communication, other technology equipment in territorial authorities, territorial subdivisions, organizations and organizations of Gosspetssvyaz (further - divisions of Gosspetssvyaz) innovative work will be organized and carried out.

1.3. For providing the organization of rationalization work in Gosspetssvyaz the bureau on improvement suggestions is formed (further - BRP).

1.4. The offer which contains the technology (technical) or organizational solution, new and useful to divisions of Gosspetssvyaz, is recognized rationalization and provides creation or change of construction of products, engineering procedure, the used equipment or composition of material.

1.7. Use of improvement suggestion is recognized its applications product which is operated, or in engineering procedure, grants the right to authors on fair encouragement by payment of the one-time monetary reward (further - remunerations).

The fact of use of improvement suggestion is confirmed by the act of use of improvement suggestion which form is given in appendix 1 to this Instruction. The statement of use of improvement suggestion is drawn up in duplicate in a month from start date of use of the offer in the divisions using improvement suggestion. The second copy of the act of use of improvement suggestion goes to BRP.

1.8. Innovative the offer which belongs to the data which are the state secret is accepted and considered in compliance of this Instruction with observance of requirements of the mode of privacy.

1.9. Improvement suggestion acquires legal protection in the form of the certificate on improvement suggestion given in appendix 2 to this Instruction. The right to improvement suggestion is protected according to the legislation.

1.10. Implementation in divisions of Gosspetssvyaz of the improvement suggestions which arrived from other divisions of Gosspetssvyaz BRP of Gosspetssvyaz are also accepted, is confirmed by the act of use of improvement suggestion.
