About approval of the Regulations on security of traffic of Public service of special communication and information security of Ukraine

According to the Law of Ukraine "About traffic", to Regulations on security of the traffic of the ministries, other central bodies of the state executive authority, the companies, their associations, organizations and the organizations approved by the resolution of the Cabinet of Ministers of Ukraine of April 5, 1994 No. 227, and for the purpose of holding actions for prevention and the prevention of accident rate on vehicles in regional bodies, territorial subdivisions, institutions and organizations of Public service of special communication and information security of Ukraine by PRIKAZYVAYU:

1. Create security of traffic of Public service of special communication and information security of Ukraine.

2. Approve Regulations on security of traffic of Public service of special communication and information security of Ukraine which are applied.

3. To the director of logistics of Administration of Public service of special communication and information security of Ukraine:

provide submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine;

in a month from the date of entry into force of this order to create and provide functioning of security of traffic of Administration of Public service of special communication and information security of Ukraine.

4. To heads of territorial authorities of Administration of Public service of special communication and information security of Ukraine, Headquarters of government courier communication of Public service of special communication and information security of Ukraine, divisions of government courier communication, territorial subdivisions, organizations and organizations of Public service of special communication and information security of Ukraine in a month from the date of entry into force of this order to create and provide functioning of security of traffic of territorial authorities of Administration of Public service of special communication and information security of Ukraine, Headquarters of government courier communication of Public service of special communication and information security of Ukraine, divisions of government courier communication, territorial subdivisions, organizations and organizations of Public service of special communication and information security of Ukraine.

5. This order becomes effective from the date of its official publication.

6. To impose control over the implementation of this order on the vice-chairman of Public service of special communication and information security of Ukraine according to distribution of duties.

Regulations on security of traffic of Public service of special communication and information security of Ukraine

I. General provisions

1.1. This Provision is developed according to the Law of Ukraine "About traffic" and Regulations on security of the traffic of the ministries, other central bodies of the state executive authority, the companies, their associations, organizations and the organizations approved by the resolution of the Cabinet of Ministers of Ukraine of April 5, 1994 No. 227.

1.2. This Provision determines procedure for the organization of works on preventive activities for prevention of the road accidents (further - road accident), structure of security of traffic, its main objectives and functions.

1.3. Work on safety control of traffic, prevention of the road accidents in Administration of Public service of special communication and information security of Ukraine (further - Administration of Gosspetssvyaz), its territorial authorities, Headquarters of government courier communication of Public service of special communication and information security of Ukraine, divisions of government courier communication, territorial subdivisions, institutions, organizations and the organizations of Public service of special communication and information security of Ukraine (further - divisions of Gosspetssvyaz) is assigned to security of traffic (further - SBDD) Public service of special communication and information security of Ukraine (further - Gosspetssvyaz).

1.4. SBDR of Gosspetssvyaz consists from:

SBDR of Administration of Gosspetssvyaz which functions are assigned to the division of Department of providing Gosspetssvyaz responsible for the organization of safety control of traffic;

SBDR of divisions of Gosspetssvyaz (accomplishment of the SBDR functions of divisions of Gosspetssvyaz with average number of drivers up to 50 is assigned to the service employee in combination, more than 51 - to the certain service employee). The controller of technical condition of vehicles is part of SBDR of division of Gosspetssvyaz according to the decision of their heads (the chief of control and technical Item, the mechanic or the service employee in combination).

1.5. The chief of SBDR of Gosspetssvyaz is the vice-chairman of Gosspetssvyaz according to distribution of obligations who exercises control of SBDR of divisions of Gosspetssvyaz through SBDR of Administration of Gosspetssvyaz.

The deputy chief of SBDR of Gosspetssvyaz is the head (chief) of division of Department of providing Gosspetssvyaz to whom assign the SBDR functions of Administration of Gosspetssvyaz. In case of absence of the chief of SBDR of Gosspetssvyaz on reasonable excuses (to disease, leaves, business trips) its duties are fulfilled by the deputy chief of SBDR of Gosspetssvyaz.

The certificate of security of traffic of Public service of special communication and information security of Ukraine which form is given in appendix 1 to this Provision is issued to service employees of SBDR of Gosspetssvyaz. The certificate of service employees of SBDR of Gosspetssvyaz are signed by the chief of SBDR of Gosspetssvyaz and are sealed with the image of the State Emblem of Ukraine.

Forms of certificates are made to order SBDR of Administration of Gosspetssvyaz according to the appeal of SBDR of division of Gosspetssvyaz.
