About realization of pilot project on implementation of state regulation of the prices of insulin medicines
Cabinet of Ministers of Ukraine decides:
1. Agree with the offer of the Ministry of Health on realization since December 1, 2013 of pilot project on implementation of state regulation of the prices of insulin medicines (further - pilot project) by establishment of limit of wholesale selling prices on such medicines on the basis of the comparative (reference) prices.
2. Determine that:
1) action of pilot project extends to medicines according to the list according to application which is registrated in Ukraine on commonly accepted by the name "Insulin", with the corresponding dispensing, form of release and packaging;
2) since February 1, 2014:
the address of medicines of insulin, in particular their purchase for means of local budgets, is performed after declaring of change of wholesale selling price on such medicines, cannot exceed limit of wholesale selling prices on them calculated and established according to Item 3 of this resolution, and its entering in accordance with the established procedure into the register of wholesale selling prices;
limiting supplying and sales and limiting trade (retail) allowances on medicines of insulin are established according to the resolution of the Cabinet of Ministers of Ukraine of October 17, 2008 No. 955 "About measures for price stabilization on medicines and products of medical appointment" (The Official Bulletin of Ukraine, 2008, No. 84, the Art. 2825);
3) on prescription forms in form 1 insulin medicines with indication of the name, dosage, form of release and packaging to persons, by sick diabetes, in the presence of indications are written out;
4) the expenses connected with leave of medicines of insulin are performed at the expense of the means provided by local budgets on health care for State to the Diabetes target program for 2009-2013 approved by the resolution of the Cabinet of Ministers of Ukraine of August 19, 2009 No. 877 (The Official Bulletin of Ukraine, 2009, No. 64, the Art. 2247).
3. To the Ministry of Health:
1) in coordination with the Ministry of Economic Development and Trade and the Antimonopoly Committee to approve from the date of entry into force by this resolution procedure of payments of limit of wholesale selling prices on insulin medicines on the basis of the comparative (reference) prices of such medicines established in the Republic of Moldova, the Republic of Turkey, the Russian Federation, the Republic of Albania, Romania, the Republic of Bulgaria in a month. If the corresponding medicine is not presented at the market in the specified states, the comparative (reference) price is created taking into account the prices of such medicines established in Hungary, the Republic of Lithuania, the Republic of Latvia, the Czech Republic, the Slovak Republic, the Republic of Poland and the declared changes of wholesale selling prices which developed in Ukraine;
2) to establish and promulgate in two-month time from the date of entry into force by this resolution limit of wholesale selling prices on insulin medicines;
To provide 3) together with Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations implementation of organizational actions for realization of pilot project;
4) to exercise control of realization of pilot project and informing the Cabinet of Ministers of Ukraine on condition of its realization.
