RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

of September 26, 2013 No. 717

About approval of the State program of providing the equal rights and opportunities of women and men for the period till 2016

(as amended of the Resolution of the Cabinet of Ministers of Ukraine of 27.05.2015 No. 333)

Cabinet of Ministers of Ukraine decides:

1. Approve the State program of providing the equal rights and opportunities of women and men for the period till 2016 (further - the Program) which is attached.

2. To the ministry of social policy, other interested central executive bodies to provide in time of creation of the draft of the Government budget of Ukraine for the corresponding year the expenses necessary for task performance and actions of the Program, taking into account opportunities of the government budget.

3. Recommend to Council of Ministers of the Autonomous Republic of Crimea, to the regional, Kiev and Sevastopol city public administrations to provide the expenses necessary for task performance and actions of the Program in local budgets.

4. To the ministries, other central executive bodies which are determined by actionees of the Program, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations to send time to half a year to the 20th which comes behind the accounting period, to the Ministry of social policy information on condition of accomplishment of the Program for its generalization and representation till March 1 to the Cabinet of Ministers of Ukraine.

The state program of providing the equal rights and opportunities of women and men for the period till 2016

Program purpose

The purpose of the Program is implementation of gender approaches to all spheres of activity of society.

Ways and methods of the problem resolution

Three ways of solving the problem of providing the equal rights and opportunities of women and men are possible.

The first option provides enhancement of the legislation concerning providing the equal rights and opportunities of women and men by its reduction in compliance with international standards and the European Union law that will not promote the proper problem resolution.

The second option provides forming in the society of culture of gender equality by encouragement of employers to introduction of the European standards of equality of employees in the sphere of work, training of specialists in gender issues, implementation of gender approaches in education system, holding information campaigns with participation of mass media, institutions of culture and educational institutions for the purpose of prevention of forming of stereotypic ideas of role of the woman and the man.

The specified option requires long time for realization.

The third option which is offered to be realized is optimum and provides integrated approach to the problem resolution in the way:

enhancements of the legislation concerning providing the equal rights and opportunities of women and men, in particular, by its reduction in compliance with international standards and the European Union law;

implementation of actions concerning accomplishment of provisions of the Millennium Declaration of the United Nations, in particular, regarding ensuring gender equality;

carrying out among employers of information and explanatory work on questions of introduction of the European standards of equality of workers in the sphere of work;

implementation of actions concerning reducing gender gap in the salary level of women and men;

holding information campaigns for the purpose of illumination of questions of need of equal distribution of family obligations and responsibility between women and men concerning education of the child;

implementation of the actions aimed at the development in women of leadership skills for participation in acceptance of management decisions and skills of carrying out business activity. At the same time the special attention should be paid to women from the rural zone, to representatives of ethnic minorities and women with special needs;

increases in level of competence of specialists in questions of providing the equal rights and opportunities of women and men;

accomplishment on permanent basis of works on implementation of gender approaches in education system;

holding information campaigns with participation of mass media, institutions of culture and educational institutions for the purpose of overcoming stereotypic ideas of role of the woman and the man;

developments of the mechanism of realization of right of defense from discrimination on the basis of floor and acceptance of necessary measures for results of consideration of cases of such discrimination;

accomplishment of contractual and other international commitments regarding providing the equal rights and opportunities of women and men;

attraction to task performance, the provided by the Program, international organizations and public associations which activities are aimed at providing the equal rights and opportunities of women and men.

Forecast amounts and sources of financing of the Program are given in appendix 1.

Tasks and actions

Tasks and actions for accomplishment of the Program are given in appendix 2.

The expected results, efficiency of the Program

Accomplishment of the Program will give the chance:

enhance regulatory framework in the sphere of providing the equal rights and opportunities of women and men, to bring it into accord with international standards and the European Union law;

create conditions and opportunities for parity participation of women and men in adoption of political, economic and social decisions;

increase the level of knowledge of employers concerning introduction of international standards of equality of employees in the sphere of work;

create proper conditions for providing to women and men of opportunity to combine labor activity with family obligations;

increase the level of knowledge of the population concerning equal distribution of family obligations and responsibility between women and men concerning education of the child;

increase the level of competence of specialists in questions of providing the equal rights and opportunities of women and men;

provide inclusion in training programs of standards of gender education;

provide holding information campaigns with participation of mass media, institutions of culture and educational institutions for the purpose of overcoming stereotypic ideas of role of the woman and the man;

enhance the mechanism of response to the facts of discrimination on the basis of floor;

reduce quantity of cases of use in advertizing, mass media and the Internet of elements which fix the idea of inequality of women and men in consciousness of the population;

provide further cooperation with the international organizations and public associations which activities are aimed at providing the equal rights and opportunities of women and men.

The expected results of accomplishment of the Program are given in appendix 3.

Amounts and sources of financing

Financing of the Program will be performed at the expense of means state and local budgets, and also other sources.

The approximate amount of financing of the Program from the government budget constitutes in 2014 - 430, 36 thousand hryvnias, in 2015 - one thousand 563,75, in 2016 - 274, 4 thousand hryvnias.

The approximate amount of expenses from local budgets in 2014 makes 569, 1 thousand hryvnias, in 2015 - one thousand 593,59, in 2016 - 624, 44 thousand hryvnias.

The amount of expenses from other sources during 2013-2016 makes 2841, 5 thousand hryvnias.

The amount of expenses on accomplishment of the Program is specified annually during designing state and local budgets for the corresponding year taking into account their real opportunities.

Appendix 1

to the Program

The passport of the State program of providing the equal rights and opportunities of women and men of the period till 2016

1. The concept of the Program is approved by the order of the Cabinet of Ministers of Ukraine of November 21, 2012 No. 1002 (The Official Bulletin of Ukraine, 2012, No. 93, the Art. 3796).

2. The program is approved by the resolution of the Cabinet of Ministers of Ukraine of September 26, 2013 No. 717.

3. The state customer coordinator - Minsotspolitiki.

4. The program manager is the Minister of social policy.

5. Contractors of actions of the Program - Minsotspolitiki, MON, Ministry of culture, Goskomteleradio, the Ministry of Economic Development, National civil service, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city state administrations, and also in consent the international organizations and public associations.
