ORDER OF THE GOVERNMENT OF THE KYRGYZ REPUBLIC

About the Unified state register of the population of the Kyrgyz Republic and the automated information system of civil registrations of the Kyrgyz Republic

For the purpose of ensuring functioning of the Unified state register of the population of the Kyrgyz Republic, the automated information system of civil registrations of the Kyrgyz Republic, realization of provisions of the Law of the Kyrgyz Republic "About internal migration", being guided by articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic", the Government of the Kyrgyz Republic decides:

1. Implement system of the Unified state register of the population in the territory of the Kyrgyz Republic.

2. Approve enclosed:

- Regulations on the Unified state register of the population of the Kyrgyz Republic (further - the register of the population);

- Regulations on the automated information system of civil registrations of the Kyrgyz Republic (further - AIS ZAGS);

- Regulations on Interdepartmental council on implementation of the Unified state register of the population of the Kyrgyz Republic under the Government of the Kyrgyz Republic (further - Interdepartmental council).

3. To render to heads of the ministries, the state committee and administrative departments, local public administrations and local government bodies every possible assistance in work of Interdepartmental council.

4. To the public registration service under the Government of the Kyrgyz Republic:

- till June 1, 2015 to perform implementation of AIS ZAGS in Department of registration of the population and acts of civil status under the Public registration service under the Government of the Kyrgyz Republic and its territorial authorities;

- in two weeks to develop and submit comprehensive plan of actions for implementation of the register of the population for consideration of Interdepartmental council;

- in two-month time in accordance with the established procedure to make the offers following from this resolution;

- bring the decisions into accord with this resolution;

- take other measures following from this resolution.

5. To social fund of the Kyrgyz Republic:

- together with the Public registration service under the Government of the Kyrgyz Republic to form interdepartmental working group and in two weeks to develop comprehensive plan of actions for further interaction and exchange of information;

- in two weeks after completion of implementation of AIS ZAGS in Department of registration of the population and acts of civil status under the Public registration service under the Government of the Kyrgyz Republic and its territorial authorities to provide in accordance with the established procedure to the Public registration service under the Government of the Kyrgyz Republic the urgent database of personal identification numbers of physical persons (further - PIN), with transfer of algorithm of calculation of target figure of PIN;

- introduce in accordance with the established procedure the corresponding drafts of regulatory legal acts;

- take other measures following from this resolution.

6. This resolution becomes effective from the date of official publication.

7. To impose control of execution of this resolution on department of regional development, transport, construction and communications of Government office of the Kyrgyz Republic.

Regulations on the Unified state register of the population of the Kyrgyz Republic

1. General provisions

1. The regulations on the Unified state register of the population of the Kyrgyz Republic determine concept, appointment and contents of the Unified state register of the population of the Kyrgyz Republic (further - the register of the population), establish procedure, responsibility and powers of state bodies and local government bodies on its implementation, provision and use of information entered in the register of the population according to the Law of the Kyrgyz Republic "About internal migration".

2. The register of the population - system of the single automated personified accounting of citizens of the Kyrgyz Republic. The register of the population is intended for collection, storage, updating and the analysis of information about the citizens of the Kyrgyz Republic and persons without citizenship who are constantly living in the territory of the Kyrgyz Republic and being subject to registration, about the scale and the direction of migration, and also for provision of this information to state bodies and local government bodies of the Kyrgyz Republic, other legal entities and physical persons according to the procedure, determined by the legislation of the Kyrgyz Republic.

3. The register of the population is the single official source of information on personal data of all categories of the population for all information systems of state bodies and local government bodies.

4. The government of the Kyrgyz Republic is founder of the register of the population.

5. The register of the population includes personal data of citizens of the Kyrgyz Republic and the persons without citizenship who are constantly living in the territory of the Kyrgyz Republic. Content of personal data of citizens constitutes basis of the state information resources about the population which forming and use is made by state bodies and local government bodies.

6. Personal data have the following structure:

6.1 Main personal data:

1) personal identification number of the citizen (PIN);

2) personal identification data of the citizen:

- surname;

- name;

- middle name;

- former surname, name and middle name (in case of change);

- floor;

- birth date;

- birthplace;

3) graphical image (photo) / digital photograph;

4) nationality:

- nationality;

- basis of acquisition or termination of nationality;

- date of acquisition or termination of nationality;

5) data on the residence and/or stay:

- previous residence;

- this residence and/or stay;

- area;

- area;

- city, village;

- residential district, street, house number, case, number of the apartment;

- type and date of statement on registration accounting;

- date of removal from registration accounting;

6) in case of death, this about death:

- date, place and cause of death, place of burial.

6.2. Additional personal data:

1) marital status and personal data of relatives:

- marital status;
