About measures for improvement of sanitary condition and improvement of channels in the territory of the city of Tashkent

For the purpose of further enhancement of the organization and management of works on content and operation of channels in the territory of the city of Tashkent, and also improvement of improvement of their mouth and the territories, adjacent to channels, the Cabinet of Ministers decides:

1. Agree with the offer of khokimiyat of the city of Tashkent and the Ministry of agricultural and water economy of the Republic of Uzbekistan on liquidation of the Tashkent municipal government of water economy under Chirchiq-Akhangaransky basin management of irrigational systems of the Ministry of agricultural and water economy of the Republic of Uzbekistan and creation on its base of Specialised department on content, operation and repair of channels (further - Specialised department) under Head department of improvement of the city of Tashkent.

2. Determine the main objectives of Specialised department:

carrying out single technical policy on content of the main channels and constructions on them located in the territory of the city of Tashkent;

providing proper sanitary condition and technical reliability of the main channels and water management constructions located in the territory of the city of Tashkent;

preparation of channels for reliable operation and their content in working order;

implementation of functions on complex and cardinal improvement of sanitary cleaning of channels of improvement of the territory, adjacent to channels, according to sanitary, environmental standards and rules;

implementation of reconstruction of city sites of canals by concreting of their beds, forming along embankments of recreational zone using modern landscape architecture;

implementation water - energy-saving technologies;

increase in efficiency of use of allocated funds, material resources, special machinery and equipment.

3. To the ministry of water economy of the Republic of Uzbekistan, khokimiyat of Tashkent to transfer to the jurisdiction of Specialised department in accordance with the established procedure part of system of the main channels and constructions located in the territory of the city of Tashkent according to the list according to appendix No. 1.

Keep behind the Ministry of water economy of the Republic of Uzbekistan, proceeding from the principle of basin water resources management of the republic, task on rational water resources management, ensuring compliance with established procedure of water use and water consumption, conducting reliable accounting and the reporting on water intake and water giving in general on the transferred main channels (systems) and constructions.

structure of the Interdepartmental working commission on inventory count of channels in the territory of the city of Tashkent and transfer of ownerless channels and part of system of the main channels and constructions of Chirchiq-Akhangaransky basin management of the irrigational systems located in the territory of the city of Tashkent according to appendix No. 3.

5. The interdepartmental working commission (B. Rakhmanov) till November 1, 2013 to carry out inventory count of the ownerless channels which are in the territory of Tashkent and to transfer them in accordance with the established procedure to fixed assets of newly created Specialised department.

6. In accordance with the established procedure to provide to khokimiyat of the city of Tashkent:

together with the Ministry of agricultural and water economy of the Republic of Uzbekistan reception-transmission of fixed assets, mechanisms, motor transport, limits of material resources, established posts, budgetary appropriations of the liquidated Tashkent municipal government of water economy of the Ministry of agricultural and water economy of the Republic of Uzbekistan;

registration of the staff list and expense budget of Specialised department;

equipment of Specialised department the necessary special machinery and equipment according to the list according to appendix No. 4.

7. Determine financing sources of expenses of Specialised department on content, operation and repair of channels, acquisition of the special machinery and equipment in 2013, the transferred means of expense budget of the Tashkent municipal government of water economy of the Ministry of agricultural and water economy of the Republic of Uzbekistan, and also means of the local budget of the city of Tashkent, including means from overfulfillment of revenues of the local budget and at the expense of expense optimization.

8. To the Ministry of Finance of the Republic of Uzbekistan, since 2014 to provide when forming parameters of the Government budget of the Republic of Uzbekistan allocation of necessary funds for content, operation and repair of channels and equipment of Specialised department the necessary special machinery and equipment.

9. Make changes to some orders of the Government of the Republic of Uzbekistan according to appendix No. 5.

10. To the ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

11. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.
