About approval of Rules of the organization of work of the automated stations of measurement

(as amended on 12-05-2023)

according to subitem 13-1) of article 13 of the Law of the Republic of Kazakhstan "About road transport" PRIKAZYVAYU:

1. Approve the enclosed Rules of use of the special automated measuring means.

2. (Absattarov K. B) to provide to committee of transport control of the Ministry of Transport and Communications of the Republic of Kazakhstan:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, official publication in mass media, including on Internet resource of the Ministry of Transport and Communications of the Republic of Kazakhstan and placement it on the intranet portal of state bodies (IPSB);

3) submission to Legal department of the Ministry of Transport and Communications of the Republic of Kazakhstan of data on state registration and about the direction on publication in mass media within 5 working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. To impose control of execution of this order on the vice-Minister of Transport and Communications of the Republic of Kazakhstan Bekturov A. G.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization of work of the automated stations of measurement

Chapter 1. General provisions

1. These rules of the organization of work of the automated stations of measurement (further – Rules) are developed according to subitem 13-1) of article 13 of the Law of the Republic of Kazakhstan "About road transport" (further – the Law).

2. Rules determine procedure for the organization of work of the automated stations of measurement in the territory of the Republic of Kazakhstan.

3. The main objectives of the automated stations of measurement:

1) control and monitoring of movement of vehicles on highways in real time by means of specialized surveillance cameras and measuring instruments;

2) control of observance by domestic and foreign carriers of the admissible dimensional and weight parameters of vehicles set to the territories of the Republic of Kazakhstan in real time;

3) ensuring safety of highway network and constructions on them and decrease in premature substandard depreciation of highways;

4) safety increase of motor transportations by control of journey of domestic and foreign vehicles;

5) the prevention, suppression and automation of process of identification of the administrative offenses made in the field of road transport and traffic safety in the territory of the Republic of Kazakhstan.

4. The basic concepts and terms applied in Rules:

1) the hardware and software - set of the software and the technical means jointly applied to the solution of tasks of certain type;

2) the automated station of measurement – the complex of the certified special control and measuring technical means, devices and oborudovaniye which underwent metrological checking performing photo and video filming working in automatic mode fixing type, brand, the state registration sign, weight and dimensional parameters, axial loads and motion speed of automotive vehicles integrated with intelligent transportation system;

3) incorrect journey through the automated station of measurement – journey motor transportation through the automated station of measurement with arrival or crossing of firm line of marking, movement driving into the oncoming lane, journey of vehicles with violation of the high-speed mode, with unreadable or with the state registration number boards established out of the provided places, without registration number boards, with braking, acceleration or stop in weighing zone;

4) the national operator on management of highways (further – the National operator) – the joint-stock company with absolute participation of the state in the authorized capital performing the powers established by the Law of the Republic of Kazakhstan "About highways".

5) managing directors of highways – physical persons and legal entities, being owners of highways or performing activities for management of highways on the right of economic maintaining or operational management based on agreements within accomplishment of the state task, agreements of public-private partnership, including agreements of concession, property trust management, free use by highways public of regional or district value or their sites.

6) weighing of the vehicle - process of determination of total mass and loads of axes of vehicles by means of the weight measuring equipment of stationary type or figurative mobile scales which underwent obligatory metrological checking and having the appropriate certificate;

7) measurement error - variation of result of measurement from true (valid) value of the measured size.

Chapter 2. Procedure for application automated stations of measurement

5. In the territory of the Republic of Kazakhstan automated stations of measurements it is established on highways public.

6. Weighing of vehicles at the automated stations of measurement to be taken:

1) at the automated stations of measurement of stationary type with full stop of the vehicle;

2) at the automated stations of measurement in movement of the vehicle.

6-1. In case of determination of weight parameters of vehicles the measurement error which is automatically subtracted by information and analytical system of the transport database and monitoring of dynamics of safety of transportations (further – IAS TBD) from the measured value of mass of the vehicle is considered.

In case of measurement of axial loads of cargo vehicles the maximum permissible error or class of accuracy constitutes 10% of the measured mass of axial load.

In case of measurement of axial loads and total mass of cargo vehicles the maximum permissible error or class of accuracy constitutes 3% of the measured mass of axial load or group of axes.

7. Checking automated stations of measurements is performed according to the Law of the Republic of Kazakhstan "About ensuring unity of measurements".

8. Automated stations of measurement performs the following functions:

1) registration of the passing vehicles with subsequent transfer of the corresponding data in intelligent transportation system (further – ITS) and in information and analytical system of the transport database (further – IAS TBD);

2) classification of vehicles by types;

3) recognition of the state registration number board of vehicles;
