About measures for creation of additional objects of tourist infrastructure in the Khorezm region

 For the purpose of further improvement of service quality, rendered in the field of tourism, creating favorable conditions for implementation of the additional projects directed to construction and reconstruction of objects of social infrastructure in the Khorezm region, the Cabinet of Ministers decides:

1. Agree with offers of khokimiyat of the Khorezm region, the State committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition, the Ministry of cases of culture and sport, the Ministry of Foreign Economic Relations, Investments and Trades, Ministry of Finance, Ministry of Economics of the Republic of Uzbekistan, Uztransgaz joint-stock company, Uzbekturizm Oil Company and the Working group on development of the Development program of the sphere of tourism in the Khorezm region formed by the Order of the President of the Republic of Uzbekistan of October 25, 2012 No. R-3921 "About development of complex program measures for development of industrial potential, infrastructure and the sphere of tourism, to cardinal improvement of improvement and water supply of the population of the Khorezm region" about:

realization, with condition of adoption of investment obligations, the empty objects of state-owned property according to appendix No. 1;

 realization to the private opened Infinbank joint stock bank for creation of bank branch in the Khorezm region of the building of the former shop "Toy Store", at the address: Urgench, Ulitsa Uzbekistanskaya, belonging to Urgenchtransgaz affiliated enterprise of Uztransgaz joint-stock company, at the cost determined by the estimative organization, in the amount of 970,42 of one million bags, with introduction of initial payment in the amount of 275,0 of one million bags and payment of the remained amount with payment by installments for 5 years in equal shares with quarterly breakdown;

inclusion in the Development program of the sphere of tourism in the Khorezm region for 2013-2015, new tourist objects, according to appendix No. 2.

2. Determine that:

investors assume investment obligations on creation of the modern hotels conforming to the international standards, with worthy service quality at the level there are at least three-stars hotel, and also other objects of service industry based on the objects of state-owned property specified in appendix No. 1 to this resolution;

the amount of means from realization of the building of the former shop "Toy Store" is distributed by the 275,0 direction of one million bags to Urgenchtransgaz affiliated enterprise of Uztransgaz joint-stock company on carrying amount recovery of the building and 695,42 of one million bags into the special account of khokimiyat of the Khorezm region for compensation of costs on demolition of the real estate objects located in the Khivan district and subjects to demolition within the Development program of the sphere of tourism in the Khorezm region - in the form of charitable gifts.

3. To the state committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition to allocate funds from realization of the building "House of Soviets" (to the address: Khiva, Ulitsa Markaz, 1) and buildings of the REGISTRY OFFICE (to the address:

 Urgench, Ulitsa Hankinsk, the park territory of N. Kubro) into the special account of khokimiyat of the Khorezm region for compensation of costs on demolition of the real estate objects located in the Khivan district and subjects to demolition within the Development program of the sphere of tourism in the Khorezm region.

4. To the state committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition, khokimiyat of the Khorezm region together with asset holders and Uzbekturizm Oil Company to sign with investors the corresponding purchase and sale agreements on the objects of state-owned property specified in appendix No. 1 to this resolution with approval of the schedule of introduction of investments with condition of provision of the property right to object after accomplishment of investment obligations in full.

5. To provide to khokimiyat of the Khorezm region together with:

 asset holders - reception-transmission of the objects of state-owned property specified in appendix No. 1 to this resolution, investors;

Goskomzemgeodezkadastr of the Republic of Uzbekistan - execution of cadastral documents on the objects of state-owned property specified in appendix No. 1 to this resolution;

Gosarkhitektstroy of the Republic of Uzbekistan - approval allowing and the design estimates necessary for investors for implementation of repair construction works;

The state committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition temporary placement of the REGISTRY OFFICE of the city of Urgench in the unused building of state-owned property (without application of the rents), before completion of construction of the new building.

6. Provide to Uztransgaz joint-stock company the conclusion with Urgenchtransgaz affiliated enterprise of the purchase and sale agreement of the building of the former shop "Toy Store" with private open joint stock bank "Infinbank".

7. Agree with the offer of khokimiyat of the Khorezm region, the State Tax Committee and State committee of communication, informatization and telecommunication technologies of the Republic of Uzbekistan on voluntary conveyance of the office building of the Urgench branch of the Tashkent information and technological university, at the address: Urgench, Ulitsa Yangi Urgench, 18, to the State Tax Administration of the Khorezm region.

8. Of this year in accordance with the established procedure to transfer to the Urgench branch of the Tashkent information and technological university until the end of September, to the State Tax Administration of the Khorezm region to accept the real estate specified in Item 7 of this resolution on balance and to provide its target use.

9. To the state-owned joint stock company "Uzbekenergo" and the Uzkommunkhizmat Agency together with khokimiyat of the Khorezm region and the selected investors in two weeks to introduce in the Cabinet of Ministers of the Republic of Uzbekistan reasonable offers on equipping of the created hotels specified in appendices to this resolution, modern energy efficient heating systems and energy saving coppers.

10. To impose control over the implementation of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov and the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.
