About approval of the master plan of the city of Qarshi for the period till 2030

For the purpose of further development of the city of Qarshi, improvement of quality and level of its layout and building the Cabinet of Ministers decides:

1. Approve the master plan of the city of Qarshi provided by khokimiyat of the Kashkadarya region and approved with Republican architectural town-planning council under the Cabinet of Ministers of the Republic of Uzbekistan for the period till 2030 with basic provisions and technical and economic indicators according to appendices No. No. 1 and 2.

2. To provide to khokimiyat of the Kashkadarya region till the end of the current year in accordance with the established procedure to the Cabinet of Ministers of the Republic of Uzbekistan the project of city city boundaries of Qarshi on the basis of the schedule of development and approval of the specified project according to appendix No. 3.

3. To khokimiyat of the Kashkadarya region together with khokimiyat of the city of Qarshi, the interested ministries and departments till October 15, 2013 to develop and in accordance with the established procedure to submit in the Cabinet of Ministers of the Republic of Uzbekistan for approval the program of realization of basic provisions of the master plan of the city of Qarshi taking into account requirements of the Development program of road and transport communications and the perspective plan of building of Qarshi for 2014 - 2016, with schemes of placement of objects of social and economic and road and transport complex of the city, having provided in it:

 ensuring effective use of city lands by branch them under construction in strict accordance with solutions of the master plan of the city;

enhancement of the transport scheme according to the master plan of the city;

 ensuring development of industry schemes (water supply, the sewerage, electric utility service, heat supply, gas supply, sanitary cleaning of the territory) on the basis of project solutions of the master plan of the city;

 development and providing actions for engineering training of the territory regarding placement of wells of vertical drainage for lowering of ground waters in the territory of the city;

development of the system of environmental protection of the city;

ensuring step-by-step implementation of complex measures for protection and restoration of monuments of architectural cultural heritage according to the master plan of the city;

 development of technical actions for civil protection of the population of the city;

 providing implementation of actions on reconstruction and construction of the district highway, traffic intersections, overpasses, bus stations, construction and reconstruction of the existing and new intracity highways;

project development of the detailed layout of areas of first-priority city building.

4. To republican architectural town-planning council under the Cabinet of Ministers of the Republic of Uzbekistan annually following the results of half-year to consider at the meetings the course of implementation of the master plan of Qarshi for the period till 2030.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov and hokim of the Kashkadarya region.

Basic provisions of the master plan of the city of Qarshi

Basic provisions of the master plan of the city of Qarshi provide its further development as administrative, cultural and industrial center of the Kashkadarya region.

Questions of town-planning and social and economic development of the city of Qarshi are solved in the context of all-republican system of placement of productive forces and resettlement, taking into account development of the Kashkadarya region and residential suburb of the city as single economic, social and natural and ecological complex.

 streamlining of the selitebny territory within project borders of the city for settlement term - 9358,9 of hectare (on the first priority - 6238,3 of hectare).

2. Housing construction and dwelling stock

 Increase in housing stock with 3838,27 of thousand sq.m of total area up to 9890,0 of thousand sq.m at settlement term (on the first priority - 5100,0 of thousand sq.m):

increase in average security with total area with 15,3 of sq. m / people up to 23,0 of sq. m / people at settlement term (on the first priority - 17,0 of sq. m / people);

 the decrease of housing stock of all for settlement term will constitute 145,5 of thousand sq.m (including on the first priority - 70,0 of thousand sq.m);

 distribution of housing stock on number of storeys on the first priority will constitute:

 1-, 2-, 3-storey individual building - 3600,9 of thousand sq.m - % 70,61;

 2-, 3-storey with the prikvartirny site - 463,8 of thousand sq.m - % 9,09;

 2-, 3-storey section type - 160,38,0 of thousand sq.m - % 3,14;

distribution of housing stock on number of storeys for settlement term will constitute:

3. Development of the social sphere

Strengthening of functions of the regional center in the social sphere and finishing security on objects of social infrastructure to the level corresponding to social requirements of the population and the operating town-planning regulations:

 preschool educational institutions on the first priority will constitute 30000 places, for settlement term - 41280 places;

 average educational institutions on the first priority will constitute 64500 places and settlement term - 90300 places;

 the academic lyceums, colleges on the first priority will constitute 28800 places and settlement term - 32950 places;

shops on the first priority will constitute 75300 sq.m of the floor space, for settlement term - 131800 sq.m of the floor space;

food objects on the first priority will constitute 14100 seats, for settlement term - 22900 seats;

 hotels on the first priority will constitute 1726 places, for settlement term - 4300 places;

 clubs, palaces of culture on the first priority will constitute 2400 seats, for settlement term - 18150 seats;

theaters on the first priority will constitute 1850 seats, for settlement term - 3100 seats;

sports constructions on the first priority will constitute 105 hectares, for settlement term - 150,5 of hectare;

 the area of the protected zones of monuments of architecture and culture on the first priority will constitute 10,2 of hectare, for settlement term - 10,3 of hectare.

4. Transport, development of network of streets and highways

It is provided:

 increase in extent of streets and highways with km 81,7 up to km 300,1 at settlement term (on the first priority - to km 158,3);

recovery of priority of public transport in total amount of movements, with increase in extent of lines up to km 360,2 at settlement term (on the first priority - to km 189,0);

development of external transport taking into account growth of amounts of passenger and freight transportation on perspective;
