1. The legislation of the state on the treatment of animals consists of this Law and other legal acts adopted according to it.
2. The relations in the field of the treatment of animals which are not settled by the legislation of the state on the treatment of animals are regulated by the civil legislation of the state, the legislation of the state on protection and use of fauna, on agricultural industry, on health care, housing and other legislation of the state.
3. Regarding regulations about protection of animals against ill treatment this Law has big legal force in relation to other legal acts containing regulations about the treatment of animals if other is not provided by the constitution of the state.
4. Regulations of this Law do not extend to the relations connected with house animals (mice, rats and others the animals, harmful to life activity of the person, living in conditions of natural freedom), and also on the relations with the animals who do not have physiological capability to feel pain.

The treatment of animals shall be performed with respect for the following basic principles:
- protection of animals against sufferings and death, non-admission of cruel killing of animals;
- safety, rights and legitimate interests of citizens;
- state regulation and control in the field of the treatment of animals;
- restrictions of use of animals in the educational, scientific and medical purposes;
- compensations by the owner of the animal harm done to his animal other animals or health and (or) property of citizens, property of the organizations;
- compensations to the owner of the animal harm done to his animal because of the other person;
- participations of citizens and public associations in development and program implementation and actions in the field of the treatment of animals.
Taking into account the main purpose of use of animals in economic and other activity irrespective of belonging to certain type (breed) animals are subdivided into the following categories:
- pets;
- animals partners;
- the animals used in cultural and spectacular actions;
- office animals;
- laboratory animals;
- wild animals.
