About education of children and youth
This Law is based on recognition of priorities of the rules of international law enshrined in the Universal Declaration of Human Rights (1948), the Conventions on the Rights of the Child (1989) and other documents of the UN determines the general legal and organizational principles of education of children and youth in the State Parties of the CIS and is intended for creation of necessary conditions for forming of educational systems of the children and youth oriented to development of socially mature and creative person.
In this Law the following terms and their determinations are used:
education - the process of education and training for the benefit of the personality, societies, the states which is not contradicting the commonly accepted moral ethical principles and regulations in the State Party of the CIS, oriented to preserving, enhancement and knowledge transfer, broadcast of culture to new generations for the purpose of ensuring sustainable social and economic and spiritual development of the country, continuous improvement of moral, intellectual, esthetic and physical condition of the personality and society;
education - systematic process of forming and development of the personality according to the regulations accepted in the State Party of the CIS for the purpose of preparation it to active participation in public and cultural life;
educational process - activities for forming and development of the personality according to the programs of education of children adopted in the State Party of the CIS and youth;
children are persons who did not reach 18 years (age of majority) if according to the national legal system other is not established;
youth - persons from 18 to 29 years if according to the national legal system other is not established;
the program of education of children and youth - the program planning document of education fixing the main directions of education of children and youth and action for their realization;
organization of education - the legal entity whose main function is implementation of activities for training and education.

Legal regulation of the relations in the field of education of children and youth in the State Party of the CIS is based on the national legal system on education, other laws and regulatory legal acts regulating educational process in the State Party of the CIS taking into account provisions of this Law and other international treaties and agreements in this sphere.
2. If the become effective international treaty of the State Party of the CIS establishes other rules, than those which contain in this Law are applied rules of the international treaty.
1. State policy in the field of education of children and youth is based on the principles:
- humanity;
- succession of process of education in family, organizations of education, other organizations and the organizations, mass media and the socialization of younger generation occupied in the course of education;
- priority of universal values, life and health of the person, free development of the personality;
- providing conditions for forming at children and youth of spiritual and moral values, healthy lifestyle, education of civic consciousness, patriotism, responsibility, diligence;
- accounting of spiritual and moral values and traditions of the State Party of the CIS for harmonious development of children and youth;
- developments and strengthenings of partnership of the State Parties of the CIS in the field of education of children and youth.
2. State policy in the field of education of children and youth is directed:
- on versatile development of children and youth, forming of skills of self-realization of the personality;
- ensuring humanistic nature of education, protection of the rights of children and youth;
- establishment of harmony in the relations between the person and society, the person and the nature, the person and the state;
- education at children and youth of respect for the state, parents, to family and other members of society;
- education of the patriots, the citizens of the constitutional, democratic, social state respecting the rights and personal freedoms having high morality and showing national and religious tolerance, respect for languages, traditions and culture of the and other people;
- training of children and youth to adult life in society on the basis of the principles of mutual understanding, peacefulness, tolerance;
- instilling in children and youth of culture of the interethnic relations.
3. Organizational basis of implementation of policy in the field of education of children and youth are the programs of education of children and youth approved by the government of the State Party of the CIS.
4. Organizations of education in questions of educational activities based on written applications of students (their parents or other legal representatives) in nonlearning time can interact with the registered religious organizations.
1. Tasks of education of children and youth are:
- forming spiritually is also moral the mature creative person on the basis of national and universal values;
- education of civic consciousness, patriotism and national consciousness of the personality;
- preparation for independent life and work;
- forming of moral, esthetic and ecological culture;
- education of respect for and other people, to family, traditions and customs of the people, culture of other national communities;
- mastering values and skills of healthy lifestyle;
- forming of culture of the family relations;
- creation of conditions for socialization, self-development and self-realization of the personality.
2. The State Parties of the CIS accept all necessary legislative, administrative, social and educational measures for accomplishment of tasks of education of children and youth.
3. The State Parties of the CIS take also all necessary measures to promote physical and psychological recovery and social reintegration of children and the youth which became the victims of any kinds of neglect, operation and abuse, tortures or others cruel, inhuman or degrading treatments, punishment or armed conflicts. Such rehabilitation and reintegration are performed in the conditions providing health, self-esteem and advantage of children and youth.
