RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

of September 30, 2013 No. 266

About approval of the master plan of the city of Jizzakh for the period till 2030

(as amended of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 25.03.2017 No. 155)

For the purpose of further development of Jizzakh, improvement of quality and level of its layout and building the Cabinet of Ministers decides:

1. Approve the master plan of Jizzakh provided by khokimiyat of the Jizzakh region and approved with Republican architectural town-planning council under the Cabinet of Ministers for the period till 2030 with basic provisions and technical and economic indicators according to appendices No. No. 1 and 2.

2. To khokimiyat of the Jizzakh region till January 1, 2014 in accordance with the established procedure to introduce to the Cabinet of Ministers the draft of city line of Jizzakh on the basis of the schedule of development and approval of the specified project according to appendix No. 3.

3. To provide to khokimiyats of the Jizzakh region and Jizzakh together with the interested ministries and departments according to the master plan of Jizzakh:

effective use of city lands by establishment of strict control behind non-admission of their inappropriate use and illegal construction;

 enhancement of the transport scheme, by means of implementation of actions on construction and reconstruction of the district motor-road, traffic interchanges, overpasses, intracity highways, streets and bus stations;

development and implementation of industry schemes of development of engineering and communication infrastructure (water supply, sewerage, electric utility service, heat supply, gas supply, sanitary cleaning of the territory);

 development and implementation of actions on engineering training of the territory regarding placement of wells of vertical drainage for lowering of underground waters in the territory of the city;

 development of social infrastructure due to implementation of construction, reconstruction and major repair of objects of education, health care, sport, culture, art, rest and housing;

development of the system of environmental protection of the city;

step-by-step implementation of complex measures for protection and restoration of monuments of architectural cultural heritage;

 development of technical actions for civil protection of the population of the city;

 project development of the detailed layout of the central part of the city.

4. To republican architectural town-planning council under the Cabinet of Ministers annually following the results of half-year to consider at the meetings the course of implementation of the master plan of Jizzakh for the period till 2030.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov and hokim of the Jizzakh region.

Appendix No. 1

to the Resolution of the Cabinet of Ministers of September 30, 2013 No. 266

Basic provisions of the master plan of Jizzakh for the period till 2030

Basic provisions of the master plan of Jizzakh provide its further development as administrative, cultural and industrial center of the Jizzakh region.

Questions of town-planning and social and economic development of Jizzakh are solved in the context of all-republican system of placement of productive forces and resettlement, taking into account development of the Jizzakh region and residential suburb of the city as single economic, social and natural and ecological complex.

The master plan develops the basic principles underlain by the previous general plan developed in 1993 and determines basic bases, the principles and key parameters of perspective development of Jizzakh.

For settlement term (the end of 2030 and the first priority 2017) across Jizzakh it is planned:

1. Population and territory

Increase in population up to 260,0 of one thousand people at settlement term (on the first priority of construction - 170,0 of one thousand people);

streamlining of planning contour and borders of the city - with 4896,8 to 9280,0 of hectare (on the first priority – 5803,4 of hectare);

streamlining of the selitebny territory within project borders of the city - for settlement term - 7698,65 of hectare (on the first priority - 4766,26 of hectare).

2. House construction and dwelling stock

Increase in housing stock with 1833,8 of thousand sq.m of total area to 4680, thousand sq.m for settlement term (on the first priority - 2465,0 of thousand sq.m);

 increase in average security with total area with 12,5 of sq. m / people up to 18,0 of sq. m / people at settlement term (on the first priority - 14,5 of sq. m / people);

 the decrease of housing stock of all for settlement term will constitute 58,3 of thousand sq.m (including on the first priority - 21,5 of thousand sq.m);

distribution of housing stock on number of storeys on the first priority will constitute:

1-,2-, 3-storey individual building - 1752,9 of thousand sq.m - % 71,1;

2-storey blocked - 47,4 of thousand sq.m – % 1,9;

2-, 3-storey section type - 282,0 of thousand sq.m - % 11,4;

4-, 5-storey building - 335,4 of thousand sq.m - % 13,6;

9-storey building - 47,3 of thousand sq.m - % 2,0;

distribution of housing stock on number of storeys for settlement term will constitute:

1-, 2-, 3-storey individual building - 3076,5 of thousand sq.m - % 65,8;

2-storey blocked - 243,2 of thousand sq.m - % 5,2;

2-, 3-storey section type - 469,6 of thousand sq.m - % 10,0;

4-, 5-storey building - 820,1 of thousand sq.m - % 17,5;

9-storey building - 70,6 of thousand sq.m - % 1,5.

3. Development of the social sphere

Strengthening of functions of the regional center in the social sphere and finishing security on objects of social infrastructure to the level corresponding to social requirements of the population and the operating town-planning regulations:

preschool educational institutions on the first priority will constitute 15810 places, for settlement term - 24960 places;

average general educational institutions on the first priority will constitute 30600 places and settlement term - 48100 places;

the highest educational institutions on the first priority - 9250 pupils and for settlement term - 9400 pupils;

average special professional educational institutions on the first priority will constitute 18410 places and settlement term – 22080 places;

hospitals on the first priority of 2125 beds and settlement term - 3200 beds;

polyclinics on the first priority of 2805 visits and settlement term - 4200 visits;

shops on the first priority will constitute 44250 sq.m of the floor space, for settlement term - 76300 sq.m of the floor space;

objects of power supply on the first priority will constitute 8780 seats, for settlement term - 14150 seats;

hotels on the first priority will constitute 300 places, for settlement term - 1560 places;

clubs, palaces of culture on the first priority will constitute 4590 seats, for settlement term - 10775 seats;

theaters on the first priority will constitute 828 seats, for settlement term - 2705 seats;

sports constructions on the first priority will constitute 93,5 of hectare, for settlement term - 148,5 of hectare;

the areas of the protected zones of monuments of architecture and culture on the first priority will constitute 618,0 of hectare, for settlement term - 618,0 of hectare.

4. Transport, development of network of streets and highways

 Increase in extent of streets and highways with km 73,5 up to km 194,1 at settlement term (on the first priority - to km 121,4);

 recovery of priority of public transport in total amount of movements, with increase in extent of lines up to km 232,9 at settlement term (on the first priority - to km 145,7);

development of external transport taking into account growth of amounts of passenger and freight transportation on perspective;

the number of the transported passengers in year for settlement term will make - 98,8 of one million grazed. (on the first priority - 54,4 of one million grazed.).

5. Development of technical infrastructure

Increase in level of engineering support by all types of engineering infrastructure with increase in their reliability and profitability;

introduction of resource-saving technologies, metering devices and regulation of use of technical resources;

increase in level of reliability and efficiency of engineering systems;

on water supply:

surplus of extent of the main conduits and networks on the first priority - 44,95, for settlement term - km 77,7;

water supply system construction from river Zarafshan;

upgrade of the existing distribution network for the purpose of increase in the guaranteed supply with water of the population and bringing level of security to normative:

total leave of water of drinking quality on the first priority will constitute 51,0 of thousand CBM a day, for settlement term - 78,0 of one thousand CBM a day;

water consumption for household needs on the first priority will constitute 40,8 of thousand CBM a day, for settlement term - 62,4 in one thousand CBM a day;

water consumption for needs of production on the first priority will constitute 10, thousand CBM a day, for settlement term - 15,6 of one thousand CBM a day;

on the sewerage:

total power of sewage treatment plants on the first priority constitutes 50,0 of thousand CBM a day, for settlement term - 80,0 of one thousand CBM a day;

 security of housing stock with the sewerage on the first priority will make 40%, for settlement term - 70%;

surplus of extent of main drains of the sewerage on the first priority - km 24,0, for settlement term - km 43,4;

on sanitary cleaning:

equipment of specialized motor depots necessary equipment;

 on the first priority expansion of the existing musorosvalka which territory will constitute 14,8 of hectare is provided, to settlement term its expansion to 26,5 of hectare is planned, for settlement term the construction of waste recycling plant is recommended (1/390 units/thousand CBM a day);

construction in the territory of dump of the constructions providing protection against pollution of the atmosphere, the soil, surface and underground waters interfering distribution of the pathogenic organisms promoting effective use of the territory; on electric utility service:

increase total electric power consumption on the city by settlement term to one million 490,3 kWh/year (on the first priority - one million 304,5 kWh/year), including:

for needs of industrial enterprises:

on the first priority - 128, the kWh / people, for settlement term - 145,5 of the kWh/people;
