About approval of the Regulations on the scientific and methodological center for questions of testing of GMO

Approve the Provision about the scientific and methodological center for questions of testing of GMO which is applied.

Regulations on the scientific and methodological center for questions of testing of GMO

1. This Provision regulates activities of the scientific and methodological center for questions of testing of GMO.

(Further - the center) the public scientific institution determined by the Cabinet of Ministers of Ukraine is the scientific and methodological center for questions of testing of GMO.

Network of test laboratories is the system of organizations which is created by the central executive bodies, actionees of the Law of Ukraine "About the state system of biosafety during creation, testing, transportation and use of genetically modified organisms".

2. The center in the activities is guided by the Constitution and the laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, other regulatory legal acts in the field of genetic and engineering activities and the address with genetically modified organisms, this Provision.

3. The purpose of activities of the center is accomplishment of reference functions, ensuring implementation of modern methods of detection of genetically modified organisms, implementation of scientific and methodical coordination of activities of test laboratories by determination of content of GMO in products.

4. The main objectives of the center are:

1) ensuring obtaining or preparation of positive and negative reference samples of GMO for the purpose of creation of their collection, and also storage, content and provision of such samples to test laboratories for use in their activities;

2) conducting testing and certification in accordance with the established procedure techniques of determination of genetically modified organisms, efficiency evaluation of such techniques, including sampling (tests) and identification of transformational events;

3) ensuring carrying out interlaboratory comparison of results of research of products for determination of content of genetically modified organisms in it;

4) carrying out arbitral testing of genetically modified organisms upon the demand of person who appeals results of preliminary testing.

5. The center according to the tasks assigned to it:

Develops 1) and carries out programs for creation and replenishment of collection of control (reference) samples of genetically modified organisms and control target taxons for provision to their test laboratories;

Develops 2), makes testing and implementation in practice of modern techniques of determination of genetically modified organisms, estimates efficiency of such techniques, including sampling (tests) and identification of transformational events;

3) gives organizational and methodical help in creation of test laboratories, standardization of techniques of determination of genetically modified organisms and sampling, performs organizational and methodical management of test laboratories;

4) creates quality control system of the researches conducted by test laboratories, way of interlaboratory comparison of results of research of products for determination of content in it of genetically modified organisms provides conducting cross checks and application of method of "blind" testing;

5) provides the advisory and methodical help to organizations and organizations irrespective of pattern of ownership for testing of GMO;

6) performs preparation of information materials and develops recommendations about questions of testing of GMO, methods of research and modern achievements in the respective area for scientific institutions, educational institutions and the companies;

7) is carried out by advanced training of personnel concerning testing of GMO for scientific institutions, educational institutions and the companies;

8) participates in development and developments of production of domestic test systems for identification and tracking of GMO.

6. The center for the purpose of the organization of the activities:

1) is provided by reliability and accuracy of researches of products for determination of content of the genetically modified organisms in it (further - research) which are carried out;

2) exercises internal control of quality of laboratory researches;

3) takes part in external estimation of quality of researches and accepts in case of need the adjusting measures for their results;

4) adheres to terms of carrying out researches and procedure for provision of their results to the customer;

5) observes requirements of rules of biosafety and labor safety;

6) timely exercises metrological control of the measuring instruments used when carrying out bacteriological researches;

Records 7) claims by results of the researches conducted by the center and analyzes them;

8) keeps accounting documentation.

7. The center for accomplishment of the tasks assigned to it has the right:

To receive 1) in accordance with the established procedure from central and local executive bodies, local government bodies, the companies, organizations and the organizations information necessary for accomplishment of the tasks assigned to it, and product samples;

2) to exercise control of quality of work of the test laboratories entering into network of test laboratories;

To organize 3) based on the center professional development course of specialists of test laboratories, training, holding meetings, seminars, scientific and scientific and practical conferences;

4) to participate in development and the edition of materials of the scientific, information, methodical and educational direction concerning testing of GMO;

5) to conduct joint surveys with scientific institutions, including foreign states.

8. The center forms such scientific groups:

1) laboratory supervision and control - for coordination of development and approval of methods of the analysis, implementation of the approved analysis methods, carrying out regular cycles of interlaboratory comparisons, ensuring cooperation with the European network of laboratories by determination of GMO and the organization of work of such network of test laboratories in Ukraine (reference functions);

2) biotechnological - for development and enhancement of methods of the analysis of someone else's DNA and proteins, creation of collection of reference samples of the cloned DNA and their use as standard (reference) material when carrying out the analysis of genetically modified organisms;
