About some questions of the organization and conducting state examination of the project documentation and results of engineering researches concerning objects which construction is financed with attraction of financial resources of the federal budget, and also about procedure for conducting check of reliability of determination of estimated cost of the specified objects

The government of the Russian Federation decides:

1. Based on Item 5.1 of article 6 of the Town-planning code of the Russian Federation to determine that to objects, the organization and which conducting state examination of the project documentation is referred to powers of public authorities of the Russian Federation in the field of town-planning activities capital construction projects also belong, the construction or reconstruction of which is financed with attraction of financial resources of the federal budget, except for capital construction projects of state-owned property of subjects of the Russian Federation (municipal property) on joint financing of the capital investments in which of the federal budget subsidies are provided to budgets of subjects of the Russian Federation, including for the purpose of provision of subsidies to local budgets on joint financing of the capital investments in objects of municipal property.

2. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

3. Determine that:

a) state examinations of the project documentation and (or) results of engineering researches concerning capital construction projects, the construction or reconstruction of which is financed with attraction of financial resources of the federal budget, begun before entry into force of this resolution, are subject to completion by bodies (public institutions) which began them;

b) repeated state examinations of the project documentation and (or) results of engineering researches concerning capital construction projects, the construction or reconstruction of which is financed with attraction of financial resources of the federal budget because bodies (public institutions) issue the negative conclusions by results of primary state examinations, are carried out by the public institution subordinated to the Ministry of Construction and Housing and Communal Services of the Russian Federation, taking into account the provisions provided by part 4.1 of article 49 of the Town-planning code of the Russian Federation;

c) the project documentation concerning capital construction projects, construction or reconstruction of which is financed with attraction of financial resources of the federal budget in relation to which the positive conclusion of state examination before entry into force of this resolution is approved, and also in the case provided by the subitem "an" of this Item goes to the public institution subordinated to the Ministry of Construction and Housing and Communal Services of the Russian Federation, only for conducting check of reliability of determination of estimated cost.

1. In the order of the Government of the Russian Federation of March 5, 2007 No. 145 "About procedure for the organization and conducting state examination of the project documentation and results of engineering researches" (The Russian Federation Code, 2007, No. 11, Art. 1336; 2008, No. 2, Art. 95; No. 8, Art. 744; No. 47, Art. 5481; 2011, No. 40, Art. 5553; 2012, No. 17, Art. 1958; 2013, No. 19, Art. 2426; No. 23, Art. 2927):

a) in the subitem "b" of Item 2:

in the paragraph the second to "Ministry of Regional Development of the Russian Federation" shall be replaced with words words to "Federal agency on construction and housing and communal services";

in paragraph four of figure "2013" to replace with figures "2017";

b) in Regulations on the organization and the conducting state examination of the project documentation and results of engineering researches approved by the specified resolution:

in the text of the word "Ministry of Regional Development of the Russian Federation" in the corresponding case shall be replaced with words "Federal agency on construction and housing and communal services" in the corresponding case, the word "Ministry" in the corresponding case shall be replaced with words "Federal agency" in the corresponding case;
