About approval of the Regulations on plan development of actions for localization and mitigation of consequences of accidents on hazardous production facilities

According to the Federal Law "About Industrial Safety of Hazardous Production Facilities" Government of the Russian Federation decides:

1. Approve the enclosed Regulations on plan development of actions for localization and mitigation of consequences of accidents on hazardous production facilities.

2. This resolution becomes effective since January 1, 2014.

Regulations on plan development of actions for localization and mitigation of consequences of accidents on hazardous production facilities

1. This Provision establishes procedure for plan development of actions for localization and mitigation of consequences of accidents on hazardous production facilities (further - actions plans) and requirements to their content.

2. Actions plans are developed for the purpose of ensuring readiness of the organizations operating hazardous production facilities to actions for localization and mitigation of consequences of accidents on such objects.

3. Actions plans are developed for the hazardous production facilities specified in Item 2 of article 10 of the Federal law "About Industrial Safety of Hazardous Production Facilities" (further - objects).

4. The actions plan is developed for the object registered in the state register of hazardous production facilities.

If 2 and more objects operated by one organization are located on one parcel of land or on the adjacent parcels of land, the organization operating these objects having the right to develop unified plan of actions.

5. Effective period of actions plans constitutes:

a) for coal mines and objects on which mining operations in underground conditions are conducted, - 6 months;

b) for objects on which open mining operations or works on mineral processing are conducted, - 1 year;

c) for danger class objects I - 2 years (except for the objects specified in subitems "an" and "b" of this Item);

d) for danger class objects II - 3 years (except for the objects specified in subitems "an" and "b" of this Item);

e) for danger class objects III - 5 years (except for the objects specified in subitems "an" and "b" of this Item).

6. If concerning located on one parcel of land or on the adjacent parcels of land of 2 and more objects for which the Item 5 of this provision establishes different effective periods of actions plans, the unified plan of actions is developed, the term of its action is established equal to the smallest term provided by the specified Item concerning these objects.

7. Actions plans are reviewed:

a) at least in 15 calendar days prior to expiration of the previous actions plan;

b) no later than 1 month after:

reconstruction, modernization of object or modification of the production technology;

modification in applied when implementing production control over observance of requirements of industrial safety on object of technique (methods) of measurements or types of measuring instruments;

modification of process control systems on object;

input new or closings of the fulfilled sites of excavations, modification of schemes of ventilation on them, and also after change of ways of exit of workers in case of accident;

c) according to the act of technical investigation of causes of accident on object;

d) according to the instruction of federal executive body in the field of industrial safety or its territorial authority in case of detection of discrepancy of the data containing in the actions plan, to the data received during implementation of federal state supervision in the field of industrial safety or in case of detection of new risk factors by results of technical investigation of the reasons of accidents on other similar objects.

8. Actions plans affirm heads (deputy managers) of the organizations operating objects, or heads of separate divisions of legal entities (as the cases provided by regulations on such separate divisions).

9. Actions plans are approved by heads of professional rescue services or professional rescue units with whom the service agreement of objects is signed.

10. The actions plan provides:

a) possible scenarios of origin and development of accidents on object;

b) enough forces and means used for localization and mitigation of consequences of accidents on object (further - forces and means), compliance of forces and means which are available on object to tasks of mitigation of consequences of accidents, and also need of involvement of professional rescue units;

c) organization of interaction of forces and means;

d) structure and dislocation of forces and means;

e) procedure for ensuring permanent readiness of forces and means to localization and mitigation of consequences of accidents on object with indication of the organizations which bear responsibility for maintenance of these forces and means in the established readiness degree;

e) the organization of management, communication and notification in case of accident on object;

g) system of mutual exchange of information between the organizations - participants of localization and mitigation of consequences of accidents on object;

h) first-priority actions in case of receipt of signal of accident on object;

i) actions of production personnel and rescue services (forming) for localization and liquidation of emergencies;

j) the actions aimed at safety of the population;

k) the organization of material, engineering and financial provision of transactions for localization and accident elimination on object.

11. The actions plan consists of general and special Sections.

12. General Sections of the actions plan contain:

a) the characteristic of objects concerning which the actions plan is developed;

b) possible scenarios of origin and development of accidents on objects, and also sources (places) of emergence of accidents;

c) the characteristics of accident rate inherent in objects concerning which the actions plan, and injury rate on such objects is developed.

13. Special Sections of the actions plan:

a) are developed based on the data containing in general Sections of the actions plan;

b) determine operations procedure in case of accident on object according to the requirements established by federal regulations and rules of industrial safety.
