1. Approve the enclosed Rules of opening (closing), functioning (operation), categorization, classification, arrangement, and also the requirement for hardware, upgrade and the organization of work of check points, service infrastructure.
2. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix to this resolution.
3. This resolution becomes effective after ten calendar days from the date of the first official publication.

1. These rules determine procedure for opening (closing), functioning (operation), categorization, classification, arrangement, and also the requirement for hardware, upgrade and organization of work of check points (further - check points), service infrastructure.
2. For ensuring compliance with established procedure of crossing of Frontier of the Republic of Kazakhstan by persons, movements through it of vehicles, freights, goods, animal, vegetable products and other property (further - vehicles and freights) at check points are performed border, customs, transport, sanitary and quarantine, veterinary, phytosanitary control and other types of control.
3. For determination of feasibility of establishment of check points the interested state body (further - the initiator) sends to state control bodies the petition for establishment of the check point with appendix of the following materials, including:
1) data on the planned handling capacity and terms of opening of the check point;
2) calculation and reasons for costs of funds for designing, construction and content of objects of the check point, and also their equipment, hardware, creation and development of the transport, engineering and social infrastructures necessary for the organization of the state control;
3) the scheme of the territory (water area) on which it is planned to place check point objects through Frontier, necessary for the organization boundary, customs and other types of control at the check point through Frontier, with designation of borders of zones of the planned placement;
4) offers on withdrawal of the parcel of land on which placement of objects of the check point through Frontier is supposed;
5) the consent of local (regional) executive body to establishment to its territories of the check point (if not he is initiator).
4. State control bodies consider the materials provided to them and within fifteen working days from the date of their representation send the conclusion about feasibility or lack of need of opening of the check point with offers on its classification and the necessary number of staff of state control bodies to the initiator.
