About Government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity

1. Transform Government commission on information technology implementation to the activities of state bodies and local government bodies formed by the order of the Government of the Russian Federation of February 6, 2010 No. 60, in Government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity.

2. Abolish the Council of chief designers for use of information and communication technologies in activities of federal executive bodies formed by the order of the Government of the Russian Federation of September 22, 2009 No. 755.

3. Approve the enclosed Regulations on Government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity.

4. Provide to the Ministry of Telecom and Mass Communications of the Russian Federation to the Government of the Russian Federation in accordance with the established procedure offers on introduction of amendments to acts of the Government of the Russian Federation in connection with the publication of this resolution.

5. Recognize invalid acts of the Government of the Russian Federation according to the list according to appendix.

6. Enter to the Regulations of the Government of the Russian Federation approved by the order of the Government of the Russian Federation of June 1, 2004 No. 260 "About Regulations of the Government of the Russian Federation and Regulations on the Russian Government Office" (The Russian Federation Code, 2004, No. 23, Art. 2313; 2009, No. 52, Art. 6609; 2012, No. 41, Art. 5635), following changes:

Provisions of Items 53 - 61 these Regulations do not extend to cases of entering into the Government federal executive bodies or Government Commission on Administrative Reform and Government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity of drafts of the acts prepared in pursuance of decisions of said commissions. Such drafts of acts are introduced to the Government according to the procedure and terms which are established by decisions of said commissions.".

Regulations on Government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity

1. Government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity (further - the Commission) is the coordinating body formed for ensuring coordinated actions of federal executive bodies and executive bodies of subjects of the Russian Federation on development and realization of state policy and ensuring realization of priority tasks in the field of development and increase in level of use of information technologies for the purpose of enhancement of public administration, upgrade of the social sphere, safety, improvement of entrepreneurial climate and the solution of other questions of forming in the Russian Federation of information society and electronic government.

2. The commission is guided in the activities by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, decisions of Council in case of the President of the Russian Federation for upgrade of economy and innovative development of Russia, and also this Provision.

3. The main objectives of the Commission is coordination of activities of federal executive bodies and executive bodies of subjects of the Russian Federation on questions:

a) determinations of single policy in the field of development and use of information technologies for the purpose of improvement of quality of life and conditions of conducting business activity;

b) the development and implementation of measures directed to expansion of use of information technologies for improvement of quality and availability of the state and municipal services provided to citizens and the organizations;

c) information technology implementation in activities of public authorities and enhancement of their use;

d) increases in efficiency of interdepartmental interaction and the internal organization of activities of public authorities on the basis of use of information technologies;

e) improvement of quality of education, delivery of health care, social protection of the population, assistance to cultural development and mass media on the basis of information technologies;

e) safety of life activity at the expense of active information technology implementation;

g) forming of modern information and telecommunication infrastructure, including for use by public authorities and reducing difference in hardware of information and telecommunication infrastructure of subjects of the Russian Federation;

h) increases in openness of activities of public authorities and receipt of feedback coupling from citizens and the organizations;

i) providing competitiveness of the Russian economy and improvement of conditions of conducting business activity on the basis of use of information technologies;

j) developments of technologies, training of qualified personnel in the field of information technologies;

k) increases in efficiency of budgeted expenses on information technology implementation in activities of public authorities and their use;

l) the organizations of activities of state bodies for international cooperation in the field of information technologies and to increase in the international ratings of the Russian Federation on the level of development of information technologies;

m) systematization and coding of technical and economic and social information in social and economic area;

o) forming of digital economy.

4. The commission for accomplishment of the tasks assigned to it:

a) will organize development of concepts, strategy and plans for questions of development of information technologies and provides control of their realization;
