1. Form Government commission concerning social and economic development of the Far East.

2. Approve the enclosed Regulations on Government commission concerning social and economic development of the Far East.

Regulations on Government commission concerning social and economic development of the Far East

1. Government commission concerning social and economic development of the Far East (further - the Commission) is the coordinating body formed for ensuring coordinated actions of the interested federal executive bodies, and also for coordination of interaction of federal executive bodies and the supreme executive bodies of the government of the subjects of the Russian Federation located in the territory of the Far Eastern Federal District in case of the solution of questions of social and economic development of the subjects of the Russian Federation located in the territory of the Far Eastern Federal District.

2. The commission in the activities is guided by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, and also this Provision.

3. The main objectives of the Commission are:

a) consideration and preparation of offers on social economic development of the Far East;

b) ensuring coordinated actions of federal executive bodies on realization of state policy in the sphere of social and economic development of the Far East;

c) enhancement of mechanisms of coordination of activities of federal executive bodies and the supreme executive bodies of the government of the subjects of the Russian Federation located in the territory of the Far Eastern Federal District concerning social and economic development of the Far East.

4. The commission for accomplishment of the tasks assigned to it performs the following functions:

a) considers drafts of program documents (concepts, doctrines, strategy and other documents) the federal executive bodies concerning development of industries of economy and the social sphere for long-term outlook, schemes of territorial planning of the subjects of the Russian Federation located in the territory of the Far Eastern Federal District state (federal target) programs regarding social and economic development of the Far East, and also accounting of offers of public authorities of the subjects of the Russian Federation located in the territory of the Far Eastern Federal District;

b) creates the list of priority investment projects from among the investment projects aimed at the social economic development of the Far East;

c) considers projects of strategy of social and economic development of the subjects of the Russian Federation located in the territory of the Far Eastern Federal District, regarding accounting in them the main directions and actions provided by program documents (concepts, doctrines, strategy and other documents) of the Government of the Russian Federation and federal executive bodies concerning development of industries of economy and the social sphere for long-term outlook, schemes of territorial planning of the Russian Federation state (federal target) programs;

d) performs monitoring of execution of decisions of the Commission.

5. The commission on the questions carried to its competence performs interaction with other coordinating bodies formed according to acts of the President of the Russian Federation and the Government of the Russian Federation.

6. The commission has the right:

a) request in accordance with the established procedure from federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies and the organizations information on the questions carried to competence of the Commission;

b) hear at the meetings officials of federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies on the questions carried to competence of the Commission;

c) attract in accordance with the established procedure to participation in work of the Commission of representatives of federal executive bodies, executive bodies of subjects of the Russian Federation, and also scientific, public and other organizations;

d) create in accordance with the established procedure working groups for consideration of the questions carried to competence of the Commission.

7. Commission chairman is the Russian Prime Minister. The commission chairman has the first deputy of the commission chairman and the vice-chairman of the Commission.

8. The structure of the Commission affirms the Government of the Russian Federation.

The responsible secretary of the Commission will organize carrying out commission sessions, creates the agenda of meeting, informs members of the commission on the regular meeting, and also takes and draws up the protocol of its meeting.

Commission session is held by the commission chairman or according to its order the first deputy of the commission chairman. Commission sessions are held as required, but at least 1 time in half a year. Emergency meetings of the Commission are held according to the decision of the commission chairman.

Members of the commission participate in its meeting without the replacement right. The member of the commission in case of absence at meeting has the right to beforehand provide addressed to the commission chairman the opinion on cases in point in writing.

9. Decisions of the Commission are made by a majority vote the members of the commission who are present at meeting. In case of equality of votes the commission chairman's voice is decisive.

Commission session is considered competent if more than a half of her members take part in it.

The decision of the Commission is drawn up by the protocol which is signed by the commission chairman.

In case of disagreement with the made decision the member of the commission has the right to state in writing the opinion which is applied to the minutes of the Commission.

10. The decisions made by the Commission according to its competence are obligatory for federal executive bodies, executive bodies of subjects of the Russian Federation.

10(1). As working bodies are subcommittee concerning implementation of investment projects in the Far East part of the Commission and subcommittee concerning development of fishery complex of the Far East (further - subcommittees).

The chairman of subcommittees is the Deputy Prime Minister of Russia - the plenipotentiary of the President of the Russian Federation in the Far Eastern Federal District.

10(2). The subcommittee concerning implementation of investment projects in the Far East performs the following functions:

a) consideration and coordination of the investment projects which are subject to realization in the Far East, provided by the Ministry of the Russian Federation of development of the Far East and the Arctic;
