In pursuance of the resolution of the President of the Republic of Uzbekistan of June 27, 2013 "About measures for further development of National information communications system of the Republic of Uzbekistan" the Cabinet of Ministers decides No. PP-1989:

1. Create under the Ministry of development of information technologies and communications of the Republic of Uzbekistan the Center of development of the Electronic Government system and the Center of information security support (further - the Centers) in the form of public institutions.

2. predelit the main objectives of the Center of development of the Electronic Government system under the Ministry of development of information technologies and communications of the Republic of Uzbekistan:

development of strategic directions of further development and enhancement of the Electronic Government system, including on the basis of the analysis and research of world tendencies and experience of foreign countries;

carrying out marketing and innovative researches for promotion of the electronic government and improvement of quality of provision of the state services;

creation of methodical basis for development of competences in regulation of digital economy, and also favorable conditions for further development of entrepreneurship in the field of electronic commerce;

development and implementation of digital platforms and technologies of the electronic government in public administration, and also pilot realization of innovative digital technologies and preparation of recommendations about their widespread introduction in the conditions of the Republic of Uzbekistan;

studying and the analysis of the existing processes, and also development of offers on system optimization of functional and operational processes;

permanent studying and the analysis of the advanced achievements and positive foreign experience for implementation and development of technologies "Smart City", carrying out the analysis of current status, assessment of potential and forecasting of perspectives of implementation of technologies "Smart City" in the Republic of Uzbekistan;

carrying out the target analysis and preparation of suggestions for improvement of regulatory framework for effective system implementation "The electronic government";

implementation of permanent collection and data analysis, and also conducting condition monitoring of implementation of the ICT projects in the Republic of Uzbekistan;

determination of target indicators and indicators of projects implementation in the field of development of information technologies and communications;

forming, maintaining and further enhancement of the National register of subjects of electronic commerce.

4. Approve structure of the Center of development of the Electronic Government system under the Ministry of development of information technologies and communications of the Republic of Uzbekistan with extreme number of personnel in number of 150 units, including managerial - 23 units, according to appendix No. 1.

5. Provide to the Ministry of development of information technologies and communications of the Republic of Uzbekistan the right to make changes to the operating structures of the Center of development of the Electronic Government system within the approved number.

6. Determine that financing of activities and material logistics of the Center of development of the Electronic Government system is performed at the expense of means:

Fund of development of information and communication technologies within the approved estimate;

 non-paid technical assistance (grants) of the international financial institutions, foreign government and non-governmental organizations;

 arriving from economic activity, and also other sources which are not prohibited by the legislation.

7. Determine the Center of development of the Electronic Government system under the Ministry of development of the information technologies and communications of the Republic of Uzbekistan by the responsible coordinator on use involved by bodies of the public and economic board, public authorities on places of means of non-paid technical assistance (grants), soft credits of the international financial institutions directed to financing of projects implementation and actions for implementation and development of the Electronic Government system.

8. To the Ministry of Foreign Economic Relations, Investments and Trades, the Ministry of Foreign Affairs of the Republic of Uzbekistan managing from the Republic of Uzbekistan at the international financial institutions together with the interested ministries and departments to speed up work with the donor countries, the international and foreign government and non-governmental organizations concerning attraction of financial resources of non-paid technical assistance (grants) and soft credits for financing of projects and actions for implementation and development of the Electronic Government system and ensuring its information security.

9. To the ministry of development of information technologies and communications of the Republic of Uzbekistan:

 in a month to provide development and approval of charters of the Center of development of the Electronic Government system and the Center of information security support, and also their state registration in accordance with the established procedure;

take measures for completion of the Center of development of the Electronic Government system and the Center of information security support by qualified personnel of necessary profile, and also forming of their material and technical resources.
