About some questions of implementation by the Government of the Russian Federation of functions and powers of the founder of federal state budgetary institution "National research center "Kurchatov Institute"

The government of the Russian Federation decides:

1. Approve enclosed:

Rules of creation and approval of the plan of financial and economic activities of federal state budgetary institution "National research center "Kurchatov Institute";

Rules of creation and approval of the report on results of activities of federal state budgetary institution "The national research center "Kurchatov Institute" and about use of the federal property assigned to it.

2. Determine that the amount of payment for legal entities and physical persons for services (works) relating to core activities of federal state budgetary institution "The national research center "Kurchatov Institute" (further - the center), rendered (carried out) by it over the established state task, and also in the cases provided by the Federal Laws within the established state task is determined by the center on the basis of calculation of economically reasonable costs necessary for rendering (accomplishment) of the specified services (works) taking into account requirements to their quality and market situation.

On separate paid services (works), rendering (accomplishment) which has one-time (non-standard) character (including on accomplishment of the research and development works relating to core activities of the center), the payment can be determined on the basis of the cost of normo-hour, regulations of time, one-time costing in coordination with the customer or proceeding from market value.

The amount of payment counting on unit of rendering (accomplishment) of paid services (works) cannot be lower than the size of standard costs on the same services (works) counting on unit of rendering (accomplishment) of the state services (works) rendered (carried out) within the state task.

For the purpose of ensuring comparability of the estimated indicators by determination of payment for rendering (accomplishment) the corresponding services (works) the following directions of expenditure of means of the federal budget are excluded from amount of the budget financing connected with financial provision of rendering (accomplishment) of the state services (works):

scholarship providing students in the center;

provision of annual benefit to graduate students and doctoral candidates of the center on acquisition of scientific literature;

acquisition (production) and modernization of the federal property belonging to the center, except for center real estate units;

carrying out capital repairs of the federal property belonging to the center.

3. Determine that maximum permissible values of overdue accounts payable which excess attracts termination of the employment contract with the director of the center for initiative of the employer according to the Labor Code of the Russian Federation shall not exceed:

accounts payable on accrued benefits on compensation before employees of the center over 4 months in a row;

accounts payable on other accounts payable over 9 months and over 20 percent of size of assets of the center following the results of prior financial year.

4. In case of excess of maximum permissible values of accounts payable, the stipulated in Item 3 presents of the resolution, information on accounts payable is submitted the center in the Government of the Russian Federation no later than the 10th following the quarter accounting period during which there was formation of the specified excess.
