1. Approve the enclosed Regulations on provision of information on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading and also about maintaining the register of such agreements and provision of information from the specified register.

2. Determine that the item 4 and paragraph one of Item 16 of the Provision approved by this resolution become effective since September 1, 2013.

Till September 1, 2013:

the exchange notifies on start date of the acceptance of data, stipulated in Item 13 Provisions approved by this resolution on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading, federal executive body in the field of the financial markets in form and according to the procedure which are established by the specified federal executive body;

the exchange refuses introduction of data on the agreement signed by the parties not at the organized biddings on which obligations provide transition of the property right to the goods admitted to organized trading in the register of the specified agreements and sends to federal executive body in the field of the financial markets of the information about the person who signed such agreement and provided in incomplete amount of the data, stipulated in Item 13 Provisions approved by this resolution in form and according to the procedure which are established by the specified federal executive body.

3. Recognize invalid:

the order of the Government of the Russian Federation of February 10, 2011 No. 167-r (The Russian Federation Code, 2011, No. 8, the Art. 1143);

the order of the Government of the Russian Federation of July 20, 2012 No. 1309-r (The Russian Federation Code, 2012, No. 31, the Art. 4433).

Regulations on provision of information on the agreements signed by the parties not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading and also about maintaining the register of such agreements and provision of information from the specified register

I. General provisions

1. This Provision establishes cases, procedure, amount and terms according to which the parties shall provide information on the agreement signed by them not at the organized biddings under which obligations provide transition of the property right to the goods admitted to organized trading (further - the off-exchange agreement), procedure for maintaining by the exchange performing carrying out the organized biddings at which purchase and sale agreements of goods are signed (further - the exchange), the register of off-exchange agreements (further - the register), and also procedure and frequency of provision of information from the register.

2. To the exchanges, relevant requirements of the legislation of the Russian Federation about the organized biddings, information on off-exchange agreements concerning the following goods is provided:

a) the oil products provided by the technical regulation of the Customs union of TR CU 013/2011 "About requirements to automobile and aviation gasoline, diesel and ship fuel, fuel for jet engines and to fuel oil", the approved decision of the Commission of the Customs union of October 18, 2011 No. 826, provided that total production volume group of persons of the business entity enabling the realization of oil products, over 100 thousand tons for prior year and amount of the transaction make at least 60 tons;

b) crude oil, in case of amount of production and (or) production by group of persons of the producer for prior year over 1 million tons provided that the amount of the transaction makes at least 1 thousand tons;

c) the coals which are coked, stone, brown and anthracite in case of production amount group of persons of the producer for prior year over 1 million tons provided that the amount of the transaction makes at least 60 tons;

d) wheat and meslin, barley and corn realized on the domestic market of the Russian Federation in case of production volume group of persons of the producer for prior year over 10 thousand tons and transaction amount at least 60 tons;

(1)) wheat and meslin, barley and corn realized for export provided that the amount of the transaction makes at least 60 tons;

e) gas the natural, sold in the domestic market of the Russian Federation on the non-regulated state to the prices in case of amount of production and (or) production by group of persons of the producer over 1 billion cubic meters for prior year provided that the amount of the transaction makes at least 10 million cubic meters;

e) the liquefied hydrocarbonic gas implemented on the non-regulated state to the prices in case of sales amount group of persons of the producer for prior year over 100 thousand tons and provided that the amount of the transaction makes at least 30 tons;

g) bitumen oil provided that total production volume group of persons of the business entity enabling the realization of bitumen oil over 30 thousand tons for prior year and amount of the transaction make at least 20 tons;

h) sugar white crystal GOST 33222-2015 in case of production volume group of persons of the producer for prior year over 10 thousand tons and transaction amount at least 20 tons;

i) round wood according to the OKPD2 codes (OK 034-2014) 02.20. 11, 02.20.12 in case of amount of cutting down (procurement) by group of persons of the producer for prior year over 15 thousand cubic meters and provided that the amount of the transaction makes at least 60 cubic meters;
