Rules of forming and maintaining the federal information system "The Federal Register of the Apostilles Which Are Put Down on Education Documents and (or) about Qualification"

1. These rules establish procedure for forming and maintaining the federal information system "The Federal Register of the Apostilles Which Are Put Down on Education Documents and (or) about Qualification" (further - the federal register of apostilles). Forming and maintaining the federal register of apostilles is performed for the purpose of information technological support of confirmation of education documents and (or) about qualification.

2. The federal register of apostilles represents federal information system which functions according to the single organizational, methodological and program and technical principles providing its compatibility and interaction with other state information systems and information and telecommunication networks including information and technological and communication infrastructure, including the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services electronically and contains information on the apostilles which are put down on education documents and (or) about qualification since the date of entry into force of these rules.

3. Forming and maintaining the federal register of apostilles is performed by her operator - Federal Service for Supervision in Education and Science.

4. The executive bodies of subjects of the Russian Federation performing the powers delegated by the Russian Federation on confirmation of education documents and (or) about qualification (further - executive bodies of subjects of the Russian Federation), represent data on the apostilles which are put down by them on education documents and (or) about qualification within 3 working days after day of putting down of apostille by them by entering of data into the federal register of apostilles.

5. Executive bodies of subjects of the Russian Federation provide reliability, relevance and timeliness of entering of data into the federal register of apostilles.

6. Executive bodies of subjects of the Russian Federation have the right to use the data containing in the federal register of apostilles.

7. For the purpose of forming and maintaining the federal register of apostilles the Federal Service for Supervision in Education and Science will organize actions:

a) on ensuring technical functioning of the federal register of apostilles;

b) on implementation of the automated collection, storages, processings and generalization of information of the federal register of apostilles;

c) on ensuring safety of information containing in the federal register of apostilles;

d) on providing the mode of the information security containing in the federal register of apostilles;

e) on ensuring access of executive bodies of subjects of the Russian Federation to information containing in the federal register of apostilles;

e) on implementation of coordination of activities of executive bodies of subjects of the Russian Federation.

8. The information access, containing in the federal register of apostilles, is provided by Federal Service for Supervision in Education and Science to authorized officers of executive bodies of subjects of the Russian Federation with use of the Internet taking into account the requirements to safety of personal data established by the legislation of the Russian Federation in case of their processing in information systems, restrictions on use of information and on condition of use of the program technical means allowing to identify person getting information access. Identification of persons having right of access to the federal register of apostilles is performed after passing of the procedure of registration by them in information system of the federal register of apostilles with use of the qualified certificate of key of verification of the digital signature according to the procedure, established by Federal Service for Supervision in Education and Science.

9. Maintaining the federal database is performed using technical and the software which underwent the corresponding testing and certification.

10. When forming and maintaining the federal register of apostilles fulfillment of requirements to personal data protection in case of their processing in information systems of the personal data approved by the order of the Government of the Russian Federation of November 1, 2012 No. 1119 "About approval of requirements to personal data protection in case of their processing in information systems of personal data" is provided.
