Based on article 13 of the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population", paragraph two of subitem 8.32 of Item 8 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" the Ministry of Health of the Republic of Belarus DECIDES:

3. Till February 15, 2015 production and the address of food staples and foodstuff according to the requirements established by the technical regulatory legal acts operating before entry into force of this resolution is allowed if other is not established by the legislation of the Republic of Belarus.
4. This resolution becomes effective in 15 working days after its signing.

1. These Sanitary standards and rules establish sanitary and epidemiologic requirements to food staples and foodstuff (further if other is not determined by these Sanitary standards and rules, - food products), their safety, to processes of the address, marking.
2. For the purposes of these Sanitary standards and rules the main terms and their determinations in the values established by the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population" are used (The national register of legal acts of the Republic of Belarus, 2012, No. 8, 2/1892), the Law of the Republic of Belarus of June 29, 2003 "About quality and safety of food staples and foodstuff for life and health of the person" (The national register of legal acts of the Republic of Belarus, 2003, No. 79, 2/966), the Law of the Republic of Belarus of January 9, 2002 "About consumer protection" (The national register of legal acts of the Republic of Belarus, 2002, No. 10, 2/839), and also the following terms and their determinations:
adequate consumption level - the level of daily consumption of food and biologically active agents established based on settlement or experimentally certain sizes or estimates of consumption of food and biologically active agents by group (groups) of almost healthy people;
the upper admissible consumption level - the largest level of daily consumption of food and biologically active agents which does not constitute danger of development of adverse effects on indicators of the state of health practically at all persons 18 years of age or over from general population;
gene-modified (genetically engineered, transgene) organisms (daleegmo) - the organism or several organisms, any noncellular, monocelled or multicellular education capable to reproduction or transfer of heritable genetic material, the other than natural organisms, received using methods of genetic engineering and (or) containing genetically engineered materials, including genes, their fragments or combinations of genes;
food products of dietary clinical nutrition - specialized food products with the set nutrition and energy value, physical and organoleptic properties and held for use as a part of medical diets;
food products of dietary preventive foods - the specialized food products intended for correction carbohydrate, fatty, proteinaceous vitamin and other types of metabolism in which content and (or) ratio of separate substances of their rather natural content is changed and (or) the list of whom includes not the substances or components which are present initially, and also the food products intended for decrease in risk of development of diseases;
food products for food of pregnant women and feeding zhenshchinspetsializirovanny food products in which content and (or) ratio of separate substances of their rather natural content is changed and (or) the list of whom includes not the substances or components which are present initially, intended for satisfaction of physiological requirement of organism of the pregnant woman and the feeding woman;
food products for food of athletes - the specialized food products of the set chemical composition, the increased nutrition value and (or) directed efficiency consisting of complex of products or provided by their separate types which exert specific impact on increase in adaptive opportunities of the person to physical and neuroemotional activities;
food products of enteroalimentation - liquid or dry (recovered to ready to the use) the food products of dietary clinical or dietary preventive foods intended for the oral use it is direct or introductions via the probe in case of impossibility of ensuring need of organism for feedstuffs and energy with regular method;
food products of diabetic food - food products of dietary clinical or dietary preventive foods in which are absent or content of digestible carbohydrates (monosaccharides - glucose, fructose, galactose and bioses - sucrose, lactose) concerning their content in similar food products is reduced and (or) the carbohydrate structure is changed;
food products low-lactoknowing (delactosed) - the food products of dietary clinical or dietary preventive foods made on the basis of cow's milk or milk of other productive animals and (or) products of conversion of milk in which content of lactose in comparison with similar food products is reduced;
food products without (or with low content) separate amino acids - the food products of dietary clinical or dietary preventive foods received on the basis of hydrolyzates of the proteins exempted (or with low content) from separate amino acids and (or) from mix of amino acids without phenylalanine, and (or) with use of components with the lowered phenylalanine content;
food products of new type - the food products (including nutritional supplements and fragrances) which were earlier not used by the person in food namely: with the new or purposely changed primary molecular structure; consisting or allocated from microorganisms, microscopic mushrooms and seaweed, plants, allocated from animals, received from gene-modified (genetically engineered, transgene) organisms or with their use, nanomaterials and products of nanotechnologies; except for the food products received by traditional methods, which are in circulation and owing to experience of the considered safe;
food (food) staples - the products of animal, vegetable, microbiological, mineral, artificial or biotechnological origin and drinking water used for production (production) of food products;
productive animals are animals, except for fishes, water invertebrates, water mammals and other water animals who are purposefully used for obtaining from them food products;
specialized food products - food products for which requirements to content and (or) ratio of separate substances or all substances and components are established and (or) content and (or) ratio of separate substances of their rather natural content in such food products is changed, and (or) the structure includes not the substances or components which are present initially (except nutritional supplements and fragrances), and (or) the manufacturer declares their medicinal and (or) preventive properties and which is intended for the purposes of the safe use of these food products by separate categories of people.
3. These Sanitary standards and rules are obligatory for observance by state bodies, other organizations, physical persons, including individual entrepreneurs.
4. The state sanitary inspection behind respect for these Sanitary standards and rules is performed according to the legislation of the Republic of Belarus.
5. Perpetrators bear responsibility according to legal acts of the Republic of Belarus for violation of these Sanitary standards and rules.
6. For assessment of safety of food products its compliance to the established hygienic standard rates of safety and harmlessness for the person is determined by content of potentially dangerous chemicals, radionuclides, and also microbiological, parasitological indicators taking into account requirements of these Sanitary standards and rules.
7. The food products shall conform to sanitary and epidemiologic requirements to content of potentially dangerous chemicals and biological objects (microorganisms and their toxins, parasites, the elementary) in the set mass (amount) of the researched food products according to these Sanitary standards and rules, the Hygienic standard rate "Indicators of safety and harmlessness for the person of food staples and foodstuff" approved by the resolution which approves these Sanitary standards and rules (further - the Hygienic standard rate "Indicators of safety and harmlessness for the person of food staples and foodstuff"), to other sanitary standards and rules, hygienic standard rates establishing requirements to safety and harmlessness of food products for the person and also requirements of legal acts which need of observance in the Republic of Belarus is established by the international documents.
8. Indicators of radiation safety of food products shall correspond to the hygienic standard rates establishing requirements to admissible content of radionuclides in food products and also requirements of legal acts which need of observance in the Republic of Belarus is established by the international documents.
9. Organoleptic properties of food products:
shall correspond to indicators of taste, color, smell, consistence, appearance, characteristic of each type;
shall not worsen in case of their storage, transportation and in implementation process.
10. The food products shall not have the foreign smells, smacks, inclusions, changes of color, smell and consistence testimonial of its spoil.
11. Safety indicators (except microbiological) for food products of the mixed structure are determined by contribution of separate components taking into account mass fractions and indicators of safety for these components installed by the Hygienic standard rate "Indicators of safety and harmlessness for the person of food staples and foodstuff", other hygienic standard rates establishing other requirements to safety and harmlessness of food products for the person.
12. The measure definition of safety of the dry, concentrated or divorced foodstuff is made in terms of initial product taking into account content of solids in raw materials and in end product.
13. Determination of residual amounts of the pesticides which are not specified in the Hygienic standard rate "Indicators of safety and harmlessness for the person of food staples and foodstuff" shall be carried out based on information on their application provided by the producer (supplier) of food products in case of its import to the territory of the Republic of Belarus or by delivery to conversion in the procedure established by the legislation of the Republic of Belarus. Assessment of levels of content of residual amounts of the pesticides applied in agricultural industry is performed according to hygienic standard rates of content of pesticides in environment objects.
14. In case of production of the food staples intended for production of food products for baby food use of the pesticides listed in appendix 1 to these Sanitary standards and rules is forbidden. Residual amounts of the pesticides which are not specified in appendix 1 to these Sanitary standards and rules in Items 12-16, 18, 24 Hygienic standard rates "Indicators of safety and harmlessness for the person of food staples and foodstuff", shall not exceed mg/kg 0,01.
15. Control of content in food products of veterinary medicines, growth factors of animals (including hormonal medicines), the medicines (including antibiotics) applied to the purposes of sagination, treatment and prevention of diseases of productive animals, fish pond and cage content, bee families, which are not specified in Items 1-18 of the Hygienic standard rate "Indicators of safety and harmlessness for the person of food staples and foodstuff" is carried out based on information on their application provided by the producer (supplier) of these products in case of its import to the territory of the Republic of Belarus or by delivery to conversion in the procedure established by the legislation of the Republic of Belarus.
16. Assessment of levels of content of residual amounts of pharmaceutical veterinary medicines is performed according to the Hygienic standard rate "Indicators of safety and harmlessness for the person of food staples and foodstuff".
17. Control of content of dioxine in food products, including production supervision, the state sanitary inspection (further - state sanitary inspection), is carried out in cases of the reasonable assumption of their possible availability in food products, in case of deterioration in the ecological situation connected with the emergency situations of natural and technogenic nature leading to hit of dioxine to the environment.
18. Presence benz (and) pyrene in food products for baby food, for food of pregnant women and the feeding women, food products of dietary clinical nutrition, dietary preventive foods for which relevant requirements are established is not allowed.
19. Presence of melamine at food products within sensitivity of method of determination according to the Hygienic standard rate "Indicators of safety and harmlessness for the person of food staples and foodstuff" is not allowed. Control of content of melamine in milk and dairy products, other food products, including production supervision, state sanitary inspection, is performed in case of the reasonable assumption of its possible availability in food staples.
20. In food products availability of pathogenic microorganisms and causative agents of the parasitic diseases, their toxins causing infectious and parasitic diseases or constituting health hazard of the person according to the Hygienic standard rate "Indicators of safety and harmlessness for the person of food staples and foodstuff" is not allowed. For food products for which "Indicators of safety and harmlessness for the person of food staples and foodstuff" criteria of lack of pathogenic microorganisms are not established by the Hygienic standard rate their determination in the mass (amount) of 25 g (cm 3) it shall be performed in case of the deterioration in epidemiological situation in administrativnoterritorialny unit caused by these food products.
21. In meat cheese (cattle, pork, mutton, horse-flesh) does not allow availability of causative agents of parasitic diseases: Finns (tsistitserka), larvae trikhinell and ekhinokokk, tsist sarkotsist and toksoplazm.
22. In fish, Crustacea, mollusks, Amphibia, reptiles and products of their conversion availability of live larvae of the parasites hazardous to health of the person is not allowed.
23. In fresh and freshly frozen dining room greens, vegetables, fruit, berries availability of eggs of helminths and tsist of intestinal pathogenic protozoa is not allowed.
24. Determination of Vibrio parahaemolyticus shall be carried out in all types of good-quality finished fish products from sea fish in case of the deterioration in epidemiological situation in administrative and territorial unit caused by these food products. Under this Vibrio parahaemolyticus it is not allowed in number of more than 10 koloniyeobrazuyushchy units (further - KOE) in 1 g of test of food products.
25. Determination of bacteria of the sort Yersinia shall be carried out in dry vegetables, potatoes and products of their conversion, products from crude vegetables, the vegetables and fruit cut, blanched, including refrigerated in case of the deterioration in epidemiological situation in administrative and territorial unit caused by these food products. At the same time bacteria of the sort Yersinia are not allowed in 25 g of test of food products.
26. In case of receipt of unsatisfactory analysis results of food products with expiration date more than 30 days at least on one of indicators of content of potentially dangerous chemicals or of microbiological indicators on it the repeated analysis of doubled quantity of the sample which is selected from the same batch is carried out. Results of the repeated analysis extend to all batch.
27. Biologically active agents, components of food and foodstuff which are their sources, used in case of production of dietary supplements to food * shall provide efficiency of dietary supplements to food and not make harmful effects on health of the person.

* For the purposes of these Sanitary standards and rules to food the food products according to the Law of the Republic of Belarus of June 29, 2003 "About quality and safety of food staples and foodstuff for life and health of the person", and also being source of pro-biotic microorganisms and prebiotichesky components belong to dietary supplements.
28. Biologically active agents, components of food and foodstuff which are their sources, used in case of production of dietary supplements to food, food products for food of athletes shall not make harmful effects on health of the person and shall not contain the drugs, psychotropic, toxic, strong substances, doping substances determined by the legislation of the Republic of Belarus.
29. The main food and biologically active agents of dietary supplements to food, food products for food of athletes, their adequate consumption levels and the upper admissible consumption levels for persons 18 years of age or over are established in Item 22 of the Hygienic standard rate "Indicators of safety and harmlessness for the person of food staples and foodstuff".
30. Content of biologically active agents in daily dose of dietary supplements to the food for adults specified in recommendations about application shall constitute at least 15% of adequate consumption level and not exceed the top admissible level of their consumption according to Item 22 of the Hygienic standard rate "Indicators of safety and harmlessness for the person of food staples and foodstuff".
The daily dose of vitamins and mineral substances as a part of dietary supplements to food for children from 1,5 up to 3 years shall not exceed 50% of the size of regulations of the physiological needs for the specified substances according to the legislation of the Republic of Belarus, for children over 3 years shall not exceed for vitamins A, D, mineral substances (selenium, copper, zinc, iodine, iron) - 100%, for other fat-soluble vitamins, water-soluble vitamins and other mineral substances - 200% of the size of regulations of the physiological needs for the specified substances according to the legislation of the Republic of Belarus.
31. Plants and products of their conversion, objects of animal origin, microorganisms, mushrooms and biologically active agents posing hazard to life and health of the person, established by appendix 2 to these Sanitary standards and rules are not allowed to use in case of production of dietary supplements to food.
32. In case of production of dietary supplements to food for adults it is allowed to use forms of vitamins, vitaminopodobny substances and mineral substances according to the table 1 of appendix 3 to these Sanitary standards and rules.
33. Content of biologically active agents as a part of dietary supplements to food on the basis of vegetable raw materials for which "Indicators of safety and harmlessness for the person of food staples and foodstuff" are not established by Item 22 of the Hygienic standard rate adequate and upper admissible consumption levels shall not exceed 50% of the size of their one-time therapeutic dose determined for use of these substances as medicines.
